About this file
This is a Request for Information (RFI) from the National Geospatial-Intelligence Agency (NGA) seeking industry input on sustainment, enhancement, and continuous delivery support for the Aeronautical Mobile Application (AMA). The RFI is issued for information and planning purposes only and does not constitute a commitment to contract or promise of a future Request for Proposal. NGA seeks to provide time-sensitive Safety of Navigation aeronautical data, Instrument Approach Procedures, and Airport Diagrams to the Department of War and foreign partners through AMA, an Electronic Flight Bag application suite that must deliver verified aeronautical data per the 28-day AIRAC cycle schedule, including in Denied, Degraded, Intermittent/Low Bandwidth environments.
The anticipated period of performance spans from March 20, 2027 through March 19, 2032, consisting of a base year plus four option years. Primary performance shall occur at the contractor's facilities with remote submission of processing jobs via APIs to a contractor-provided platform; government travel to NGA facilities in Washington or St. Louis shall be on an as-needed basis. The government requires solutions with Government Purpose Rights, full compliance with security directives including DNI ICD 503, backward compatibility for three versions, deployment capability across cloud, desktop, and mobile platforms, API/SDK with training materials, and cybersecurity protections. Responders must address administrative information, business type and small business status, relevant commercial and government experience from the past three years, current capabilities and gaps, recommended pricing structures, security plans, and organizational conflict of interest mitigation. Responses are limited to 15 pages maximum and must be submitted via email to Matthew.A.Hoffman@nga.mil by 5:00 PM ET on May 18, 2026, marked UNCLASSIFIED with all proprietary information clearly identified.

REQUEST FOR INFORMATION
Aeronautical Mobile Application (AMA) & Support
1.0 DESCRIPTION & PURPOSE
| 1.1 | The National Geospatial-Intelligence Agency (NGA) in support of the SOURCE Directorate, Aeronautical Navigation Office (SFA) is seeking information on how an interested contractor could support the sustainment, enhancement, and continuous delivery of the Aeronautical Mobile Application (AMA) requirements described in the attached Statement of Work (SOW). |
| 1.2 | The purpose of this Request for Information (RFI) is to gain information on current Industry practices that would meet NGA’s requirements as described in the AMA SOW. |
| 1.3 | THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. |
| 2.0 | BACKGROUND |
NGA has a mission-critical need to provide time-sensitive Safety of Navigation (SoN) aeronautical data, information, and products to support the operational needs of the Department of War (DOW) and its foreign partners. This requirement is in response to a 2010 request from the United States Army for NGA to display Instrument Approach Procedures (IAPs) and Airport Diagrams (APDs) at the same size and clarity as the paper product, digitally. AMA is a suite of aviation applications that serve as part of what is known in the aviation industry as an Electronic Flight Bag (EFB), also known as an Electronic Kneeboard (EKB). AMA’s success is dependent upon the immediate access and delivery of timely, relevant, and verified aeronautical data and products produced by NGA, in accordance with the Aeronautical Information Regulation and Control (AIRAC) cycle schedule, every 28 days, especially to users in Denied, Degraded, Intermittent/Low Bandwidth (DDIL) environments. The dissemination of aeronautical data in accordance with the AIRAC cycle is critical to minimizing navigational risk during a pilot’s mission.
