About this file

This is a Questions and Answers document for a Request for Information (RFI) for the Aeronautical Mobile Application (AMA) issued by the Department of Defense National Geospatial Intelligence Agency (NGA). The document contains 25 detailed questions organized into five categories—General, Security, Technical, and Configuration Management—designed to assess potential contractor capabilities for developing and managing an aeronautical mobile application for military aviation operations.

The General questions evaluate contractor experience with Department of War (DOW) ISO image creation, military aviation operations, data management tools, APIs/SDKs, AIRAC cycle compliance, Android Tactical Assault Kit (ATAK) plug-in development, aviation software development, Electronic Flight Bags/Knee Boards, 1801 flight plans, offline data update capabilities, AWS cloud management for DOW applications, foreign partner application management, and ISO 9001 and AS9100D certifications. Security questions address cyber security implementation with NGA software security processes, ability to isolate non-US citizen employees, and willingness to obtain classified clearances. Technical questions comprehensively assess experience with aeronautical publications and charts, various data formats (TFADS-O, NAVPLAN, CADRG, ECRG, FAA Sectionals), commercial imagery from MAXAR, Air Force Weather products, ADS-B services, FLIP documents, DAFIF, NGA's Electronic Instrument Procedure Library, Mobile Device Management software, Wi-Fi data deployment, AMC GIANT Reports, MB Tile format conversion, PDF and KML/KMZ file display, and DDIL environment data delivery. Configuration Management questions assess lean/agile methodology proficiency, CI/CD pipeline experience, SAFe framework knowledge, multi-customer feature management, and recommendations for transitioning to open source models using the Code.mil framework for iOS and Android applications.
