About this file

This Statement of Work (SOW) details FEMA Disaster Emergency Communications Division's requirement for generator replacements for mobile command vehicles. The agency seeks to acquire 13 8kW and 2 12kW generators from Cummins (or equivalent), replacing 20-year-old generators that have exceeded their 10,000-hour life expectancy. The new generators are specifically needed to support mobile command and control disaster emergency communications for FEMA Incident Support Teams and their Federal, State, Tribal, and Local partners.

Delivery specifications include distributing the generators to three FEMA locations: 5 generators to Fort Worth, TX, 2 generators to Frederick, MD, and 6 generators to Thomasville, GA. The vendor must deliver all generators within 120 days of contract award, providing warranty information as part of the delivery order. The technical requirements mandate specific generator models (Commercial QD 8HDKAU-41934T for 8kW and Onan 12.0 CMQD12000 for 12kW) to ensure compatibility with vehicle power demands and compartment restrictions.

I. Project Title:

FY25 Generator Replacements

II. Background:

FEMA Disaster Emergency Communications Division Program Office seeks the acquisition of (13) 8kw and (2) 12kw Generators mounted mobile command vehicles that are used by the Agency for vehicle mounted generators. The vehicles provide mobile command and control disaster emergency communications to FEMA Incident Support Teams and directly support FEMA’s Federal, State, Tribal, and Local partners in the field. These new generators will replace the existing 20-year-old generators, that have exceeded the 10,000-hour life expectancy from the manufacturer by 5,000 hours and are becoming unstable and unreliable in the field.

These new 8kw and 12kw are replacements for the current 7.5kw generators, which are no longer available and are the generators that are being installed in the new vehicle builds. They are the only diesel powered, mountable generator that is large enough to provide the power required to support the vehicles missions in the field, but small enough to fit into the very restricted compartments that house them.

III. Technical Requirements

The specific manufacturer and model numbers, provided below, must be selected to match requirements determined by the Disaster Emergency Communications Division-Tactical Emergency Communications Branch to ensure that power demands and compatibility with the vehicle is met:
