About this file

This is a Request for Information (RFI) specification document issued by the Rhode Island Department of Revenue, Division of Taxation, soliciting vendor responses regarding comprehensive tax administration systems and tools. The RFI seeks information on integrated tax systems, high-volume document and remittance processing, tax data warehouses, Modernized e-File (MeF) solutions, tax web portals, analytics workflow tools, business intelligence reporting, and hosting and support services. The State currently operates tax administration technology fully integrated into a Microsoft Azure FedRAMP-certified cloud environment compliant with IRS Publication 1075, serving approximately 240 Division employees. The RFI does not establish a binding contract or specify response deadlines or award dates; rather, it solicits market information to evaluate the current state of tax administration technology offerings and assess whether the Division should maintain its existing systems or implement new solutions. Responses must be structured according to specific requirements, including a ten-page executive summary, a forty-page technology and systems summary, a four-page history of prior work with Rhode Island, case studies limited to four pages with a maximum of five total studies, a six-page analysis of implementation versus enhancement options, a four-page data protection and cybersecurity philosophy discussion, a two-page customer relationship management systems overview, and a six-page summary of recommended next steps, along with appendices addressing implemented taxes, security management plans, and detailed security-related questions.

The RFI explicitly states that cost proposals should not be included in vendor responses, as cost will not be considered during this informational phase. The Division currently utilizes Government Premier software for its Integrated Taxation System, Fairfax Quick Modules for document processing, Knime workflow engine for analytics, Microsoft Power BI for business intelligence, and Microsoft Azure Government Cloud for hosting services. Vendors must demonstrate experience with comparable tax administration systems serving other U.S. states or similar jurisdictions and must provide comprehensive security documentation, including SOC1 and SOC2 certifications, FedRAMP or StateRAMP authorization, NIST compliance, IRS Publication 1075 compliance, cybersecurity insurance information, and detailed incident response and disaster recovery plans with defined recovery point objectives and recovery time objectives. The State reserves the right to conduct interviews or demonstrations with selected vendors via Microsoft Teams or onsite meetings at the vendor's expense, and vendors not selected for demonstrations may still respond to any subsequent Request for Proposal.
