REQUEST FOR INFORMATION (RFI)
FOR
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)
STEVEDORING AND RELATED TERMINAL SERVICES CAPE CANAVERAL FORCE STATION
RFI NUMBER TRANSCOM25R008
1. Purpose.
This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL OR SOLICITATION OF ANY KIND. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This RFI should not be construed as a commitment by the Government to take or not take any action. The information requested will be used within USTRANSCOM as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories. The applicable North American Industrial Classification System (NAICS) code is 488320. The Government anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period of performance of 19 November 2025 to 18 November 2030 with a six-month extension of 19 November 2030 to 18 May 2031.
2. Description/Scope.
USTRANSCOM is seeking sources that possess the availability and capability to provide Stevedoring and Related Terminal Services (S&RTS) at Cape Canaveral Force Station in connection with the import and export of Defense Transportation System (DTS) sponsored cargo. Services will cover the full spectrum of handling surface moving cargo, to include its receipt through disposition, and processing cargo for simultaneous shipments via multiple surface modes of transportation as designated by the Contracting Officer (CO) or their appointed Contracting Officer’s Representative (COR) and Alternate Contracting Officer’s Representative (ACOR). The contractor may be required to perform services 24 hours per day, seven (7) days per week, 365 days per year to include all official holidays. If the Government notifies the Contractor that the employment or the continued employment of any Contractor employee is prejudicial to the interests or endangers the security of the United States of America, the Contractor shall make any changes necessary in the appointment(s). A draft Performance Work Statement (PWS) is included (Attachment 3).
3. Information Requested.
Parties interested in assisting USTRANSCOM with this market research are requested to complete the Information Sheet (Attachment 1) and submit detailed responses to the questions on the attached Market Research Survey (Attachment 2). Your responses to the questions on the Market Research Survey (Attachment 2) should be no more than five (5) pages. Your answers will help us determine the most suitable approach to acquire these services.
4. Submission Information.
Responses to this RFI must be submitted via e-mail to Kenneth Smith and Jonathan Schnicker at kenneth.a.smith439.civ@mail.mil and jonathan.l.schnicker no later than 12:00pm (Central Time U.S.) 8 April 2025.
