About this file
This document is a Market Research Survey for Stevedoring and Related Terminal Services (S&RTS) at Cape Canaveral Force Station, associated with solicitation TRANSCOM25R008. The survey is designed to gather critical information from potential contractors about their capabilities to provide comprehensive cargo handling services for the U.S. Transportation Command (USTRANSCOM). The survey covers eleven key areas of inquiry, including contractor registration, ability to perform all PWS services, international contract experience, labor and equipment capacity, pricing preferences, recent project history, operational readiness, and potential barriers to entry.
The survey seeks detailed responses about a contractor's ability to handle Defense Transportation System (DTS) sponsored cargo, potentially operating 24/7/365, including all official holidays. Key requirements include providing labor, gear, and equipment to maintain minimum productivity levels, managing cargo receipt through disposition, and processing shipments across multiple transportation modes. Contractors must be registered in the System for Award Management (SAM) and prepared to work under potentially sensitive security conditions, with the understanding that the government may require personnel changes if an employee is deemed a security risk.
