About this file
This is a Request for Information (RFI) issued by the U.S. Air Force Special Operations Forces to conduct market research for identifying capable small-business sources to provide technical data management, development, and provisioning support for SOF C-130 aircraft (AC, MC, and HC variants).
The Government is considering a five-year technical data contract consisting of one 12-month base period and four 12-month option periods. Required services include: technical writing and technical data development for Technical Order (TO) revisions and updates; configuration management support including evaluation of proposed changes, status accounting, change tracking and documentation, and incorporation of approved changes into TOs; engineering services to review, compile, and develop authorized source data into technical data suitable for Government review and approval; and AC-130J-only provisioning support to identify and recommend spare, repairable, and consumable material requirements, SMR code recommendations, and participation in provisioning and configuration guidance conferences. The contractor must furnish all material, support equipment, tools, and services necessary to perform these functions, except items expressly identified as Government-furnished. The RFI emphasizes that participation in this market research does not guarantee participation in any future solicitation or contract award, and the Government will not reimburse respondents for response preparation costs. Responses via email must be received no later than 5:00 PM EST on October 30, 2026. Small businesses and teaming arrangements are encouraged to participate. The Contractor Capability Survey requests detailed information regarding business qualifications, past experience, facility capabilities, quality assurance processes, technical manual writing experience, engineering services capabilities, and AC-130J provisioning support experience, with contact information provided for the Program Manager (Catherine Revell), PCO (Brittney Lightsey), and Contract Specialist (Rebecca Armstrong).

Request For Information (RFI) USAF Special Operations Forces Technical Data Management, Development, and
Provisioning Project
CAUTION:
The Government is conducting market research to identify capable small-business sources with the expertise, capabilities, and relevant experience to provide technical manual development and revision, technical data management, configuration management support, engineering support services, and AC-130J-only provisioning support for Special Operations Forces (SOF) C-130 aircraft (AC, MC, and HC). AC-130J provisioning support includes; identification and recommendation of spare, repairable, and consumable material requirements; and support for provisioning conferences and Government-approved Source, Maintenance, and Recoverability (SMR) code recommendations.
The Government is considering an acquisition strategy consisting of a five-year technical data contract, including one 12-month base period and four 12-month option periods.
The contractor would provide technical writing and technical data development support for incorporation into subsequent Technical Order (TO) revisions and updates.
The contractor would provide configuration management support, including the policies, procedures, techniques, and tools necessary to:
• Evaluate proposed changes;
• Maintain configuration status accounting;
• Track and document changes; and
• Incorporate approved changes into TOs in accordance with applicable requirements.
The contractor would provide engineering services, as required, to review, compile, and develop authorized source data into technical data suitable for Government review and approval.
The contractor would provide AC-130J-only provisioning support to identify and recommend spare, repairable, and consumable material requirements necessary to support system operation and sustainment; recommendation of SMR codes for Government approval, and participation in AC-130J provisioning and configuration guidance conferences.
The contractor would furnish all material, support equipment, tools, and services necessary to perform the required technical data development, technical manual revision, configuration management, and engineering support services, except for items expressly identified as Government-furnished. The contractor would be responsible for providing, utilizing and maintaining, all support equipment and/or software required at their facility or a subcontractor’s facility.
The Government currently possesses a specification-control drawing for certain components within the anticipated requirement. The drawing is not a manufacturing (“build-to”) drawing. Lockheed Martin possesses the complete technical data package for the applicable part(s), and the Government does not currently have authority to release, purchase, or provide access to the complete package.
Respondents are advised that participation in this market research effort does not guarantee participation in any future solicitation or contract award. The Government will not reimburse respondents for costs incurred in preparing or submitting responses to this RFI.
FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997)
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

INSTRUCTIONS:
1. The document(s) below contains a description of the USAF Special Operations
Forces Technical Data Management, Development, and Provisioning Project requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
3. Small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.
4. Questions relative to this market survey should be addressed to the PCO.
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet requirements to provide technical manuals, engineering and AC- 130J provisioning support services for AC-130J assets. The current strategy for this services requirement is a five-year contract.
The intended outcome is to receive technical writing services in order to sustain current and future combat operations for the SOF C-130J fleet. The government needs to provide technical data to aircrews and field maintenance personnel to be able to successfully sustain these new assets.
1) Technical Manuals:
Several types of technical manuals will be required for this effort. Flight manuals, maintenance manuals and commodity manuals will have to be revised or developed from source documents. These manuals will need to be developed or revised with provided data from multiple sources. The manuals will have to be written to MIL spec following the provided Air Force Technical Manual Contract Requirements (TMCR).
2) Engineering Services:
There will be engineering services required to review and compile source data. This includes some for development from source for the technical manuals. Source data will be in the form of drawings, blueprints, commercial manuals individually or any combination of these sources.
The Engineering Drawing Tree shall be in a block diagram format that identifies all system, subsystem, equipment drawings to be delivered as part of the drawing package and those drawings previously delivered that are applicable to the current program. The drawing tree also is to include commercial drawings, Mylar Drawings, Vendor Item Control Drawings (VICD) and Top Mod Index.
Each authorized variation in configuration of the equipment/system shall be identified by a separate tree.
3) AC-130J Provisioning Support:
The Contractor shall provide provisioning support exclusively for AC-130J depot maintenance reparable program-of-record configurations. The Contractor shall identify and recommend logical spare, repairable, and consumable parts necessary to support system and equipment operation and sustainment in accordance with the Air Force Initial Provisioning Performance Specification (IPPS), using GEIA-HB-0007B, Logistics Product Data Handbook, as guidance.
Required provisioning data may include Provisioning Parts Lists, Short Form Provisioning Parts Lists, Long Lead Items Lists, Design Change Notices, and recommendations for Source, Maintenance, and Recoverability codes for Government approval. The Contractor shall also support AC-130J provisioning and configuration guidance conferences and incorporate Government-approved outcomes into affected logistics, sustainment, and depot maintenance capability elements.
