About this file
This is a Request for Information (RFI) Questions and Answers document for the USAF Special Operations Forces Technical Data Management, Development, and Provisioning Project (Notice ID FD2060-26-33314).
The Government is soliciting support for technical data management and provisioning services for Special Operations Forces C-130J aircraft. The anticipated workload is approximately 3,000 technical data pages delivered per contract ordering period. The effort is structured as a 100% Small Business Set-Aside under NAICS code 541330 utilizing a Firm-Fixed-Price (FFP) contract type. The Government anticipates releasing the final solicitation in January 2027 with contract award projected for August 2027. Configuration data tasks can be performed without security facility clearance; no classified work is required, and no FCL or DD Form 254 will be issued. The Equipment Specialists will provide applicable source data to contractors. Quality performance standards require no more than 3 rejected and 2 late deliverables per year. D220 system access and format guidelines will be furnished post-award on an as-needed basis. CMMC Level 2 compliance (self-assessed or third-party certified) must be active and registered in SPRS prior to contract award for both prime and applicable subcontractors. Deliverables include an Integrated Master Schedule (IMS) only; the full IPMDAR is not required. The Technical Maintenance Compliance Requirement (TMCR) package covering all SOF C-130J aircraft, including specific quantities, required authoring tools, and delivery formats, will be released with the final solicitation.

USAF Special Operations Forces Technical Data Management, Development, and Provisioning Project
Notice ID FD2060-26-33314
RFI QUESTIONS
1. Could you advise whether the anticipated contract includes separable mechanical CAD, engineering-drawing modernization, or configuration-data work, and whether these activities can be performed without a Secret facility clearance? No separable mechanical CAD or engineering-drawing modernization will be included in this contract. Configuration data tasks can be performed without a Secret facility clearance.
2. Classified work. PWS 5.2.4 mentions classified information, but 5.2.5 says clearances are not expected. Will an FCL or a DD Form 254 be required? Clearances are not required for this effort. PWS paragraph 5.2.4 will be updated in the final solicitation to remove references to classified information, and a DD Form 254 will not be issued.
3. Source data. Lockheed Martin holds the full technical data package. How will the contractor get the data it needs? The Equipment Specialists will provide the applicable source data. The current contractor receives all source data requested from the Equipment Specialist assigned to the T.O.
4. Workload. How many TOs, changes, and AC-130J parts are expected each year? This helps us size the team. The Government anticipates an estimated workload of 3000 technical data pages delivered for each year.
5. CMMC timing. Is CMMC Level 2 (Self) needed at proposal or at award? Does it apply to subcontractors? In accordance with DFARS and 32 CFR Part 170 guidance, CMMC Level 2 compliance must be active and registered in SPRS prior to contract award for both prime and applicable subcontractors.
6. Quality limits. The draft allows 3 rejected and 2 late deliverables per year. We suggest a percentage instead, so the limit stays fair if the workload grows. Due to operational requirements for technical data accuracy, the Government will retain the numerical deliverable rejection and lateness thresholds.
7. D220 access. Will the Government give D220 access or format guides at contract start? D220 system access and format guidelines will be furnished post-award on an as-needed basis; access is not anticipated to be required at contract start.
8. Acquisition plan. Will this be a small-business set-aside under NAICS 541330? What contract type is planned? The anticipated strategy is a 100% Small Business Set- Aside under NAICS 541330 with a Firm-Fixed-Price (FFP) contract structure.
9. Request that any potential companies looking for a teaming partner to be published in a list, and or a virtual industry day be held so potential partners have the opportunity to meet. X is a strong fit for most of this solicitation, but we have gaps a teaming partner could fill. The PCO will evaluate the necessity of hosting an Industry Day or providing an interested vendors list. Further details will be announced via SAM.gov if approved.
10. CDRL A005 cites the Integrated Program Management Data and Analysis Report (DI-MGMT-81861D/T), but PWS paragraph 4.4.5 describes only an Integrated Master Schedule. Is the Government's intent a schedule-focused IPMDAR, tailored to the size of the program? Or does the Government expect the full cost and schedule datasets and narrative? The Government requires an Integrated Master Schedule (IMS) only. CDRL A005 has been tailored accordingly.
11. For planning, can the Government share the expected contract type and an estimated value range, or the approximate quantity of provisioning and technical data work? We ask so that we can size the reporting and staffing the Government expects. Missing appendices. Paragraph 1.1 says configuration management follows “Appendix A”, and 4.4.4 says to use the documentation in “Appendix C”. But the PWS only contains Appendix A, a list of references (NISPOM, OSHA and similar) with no CM requirements. Are Appendices B and C, and the CM requirements, available?
This effort is planned as a Firm-Fixed-Price (FFP) contract. For planning and sizing purposes, the estimated workload is approximately 3,000 pages of technical data per contract ordering period. Expected contract value ranges and estimated order thresholds will be formally defined in the final solicitation package.
The reference to "Appendix C" in PWS paragraph 4.4.4 was an administrative oversight in the RFI; there is no Appendix B or C, and this reference will be removed in the final PWS. Draft CM requirements are currently being finalized by the Government and will be fully integrated directly into the final PWS upon solicitation release.
12. Technical order scope. The background covers the AC-130J, MC-130J and HC-130J, but provisioning is AC-130J only. Which aircraft, how many TOs, and which authoring tools and format does the TMCR require? The TMCR is currently being finalized and will cover all SOF C-130J aircraft. Specific quantities, required authoring tools, and delivery formats will be defined in the TMCR package released with the final solicitation.
13. CMMC level. The PWS says “Level 2 (Self) or higher”. Does the Government expect a third-party certified Level 2, Given the CUI the work will involve? The Government does not maintain a preference regarding the type of assessment (Self-Assessment
vs. Third-Party Certification) a vendor utilizes to achieve Cybersecurity Maturity Model Certification (CMMC) Level 2, provided that the vendor fully meets the Level 2 requirements and maintains active compliance/certification in accordance with federal regulations for the duration of the contract.
In accordance with 32 CFR Part 170 (CMMC Program), because this program involves the handling and processing of Controlled Unclassified Information (CUI) on non-federal information systems, the contractor must have a completed CMMC Level 2 assessment (whether self-assessed or third-party certified, as determined by the final solicitation's security requirements) registered in the Supplier Performance Risk System (SPRS) at time of contract award.
14. Basics. Contract type, NAICS code, whether there will be a small-business set-aside, and the expected RFP and award dates. This effort is planned as a 100% Small Business Set-Aside under NAICS code 541330, utilizing a Firm-Fixed-Price (FFP) contract structure. The Government anticipates releasing the final solicitation in January 2027, with a contract award projected for August 2027.
