About this file
This is a Request for Information (RFI) issued by the Nevada Department of Motor Vehicles (DMV) through the State of Nevada Department of Administration Purchasing Division seeking information from qualified third-party vendors regarding the development and administration of registration payment plan services. The RFI was released on May 1, 2026, with a response deadline of June 15, 2026, at 2:00 pm Pacific Time. The project is driven by Assembly Bill 296, passed during the 2025 legislative session, which mandates that the DMV offer customers the option to pay vehicle registration fees through installment payment plans. The vendor solution must include real-time decisioning and underwriting capabilities, integration with the DMV's digital channels (including the DriveNV portal) via secure APIs, a user-friendly interface with account management tools, and full disbursement of payment amounts to the DMV at the time of transaction. The RFI is informational only and will not result in a contract award; rather, aggregate information will be analyzed to support planning and develop a subsequent Request for Proposals (RFP). The proposed timeline includes a question deadline of May 21, 2026, at 4:00 pm, with answers posted on or about June 1, 2026.
Vendors must comply with all applicable Nevada Revised Statutes and Nevada Administrative Code requirements, including ethical standards and licensing requirements to offer lending products in Nevada. The vendor shall assume all financial risk associated with loan repayment and is prohibited from charging interest exceeding 15 percent of the total amount financed, charging fees exceeding 15 percent combined, making loans less than $250, or rolling over or refinancing any installment loans. The vendor must meet defined service level agreements including 99.9 percent system uptime, maintain PCI DSS compliance and state cybersecurity standards, provide transaction-level reporting and loan performance metrics, and offer customer support for financing-related inquiries. Pricing and cost structures must be clearly defined, distinguishing between customer-facing costs and fees charged to the DMV. All responses should be submitted through NevadaEPro as quotes, with technical and cost information submitted separately and flagged as confidential. The single point of contact is Erik Bennett at the DMV, reachable at 775-684-4894 or ebennett@dmv.nv.gov.
