AREA OF CONSIDERATION: FLC Norfolk Region, VA

BACKGROUND:

Defense Logistics Agency - Energy currently uses the DFSP Norfolk contract vehicle to perform fuel management services in FLC Norfolk Region, VA for Government Owned-Contractor Operated (GOCO)

Contract Sites, which consists of Craney Island, Sewell’s Point, NAS Chambers Field, and JEB Little

Creek-Fort Story.

• DLA-E is contemplating a variety of fuel operations, maintenance management, small-medium-large business models, and any combination of contract location solutions to achieve these services. DLA-E is open to recommendations by the respondents as to the preferred site combination, individual locations, and arrangements to best achieve the services, to the extent that any such proposed solution is appropriate and applicable in view of all governmental policies and agreements.

• DLA-E is open to recommendations on whether sole contract arrangements should serve each individual fuel facility or combined fuel facilities (in various number combinations), or one central contract for the multiple locations, applicable to small, medium, and large business models.

• DLA-E is looking for solutions on procurement and maintenance of operational contractor vehicles (refueling, defueling, tanker trucks, general purpose, maintenance, and utility vehicles) that meet the requirements of DoD vehicles, and other government vehicles standards.

• DLA-E is open to solutions involving operator/system maintenance, and minor repairs of fuel facilities, government incidental property, and equipment (including piers, barges, small boats, pipeline, storage tanks, berms, canals, containment systems, gauges, pumps, valves, alarms, control valves, automated tank gauge system, pits, oil/water separator systems, fill stands, loading arms, tank trucks, vacuum trucks, laboratory equipment, etc.….) that meet the requirements of DoD, Unified Facilities Code (UFC) 3-460-03, and other government standards.

FACILITIES:

• DFSP Craney Island:

o DFSP Craney Island is on the northeastern portion of the City of Portsmouth, VA on the western shoreline of Hampton Roads (Norfolk Harbor). Fuel storage facility comprising of

874 acres and a series of aboveground storage tanks, two deep draft-fueling piers, and connected to the Colonial Pipeline System.

o The facility receives, stores and issues Aviation Turbine Fuel (F24 and JP5) and Naval

Distillate (F76). The pipelines and transfer systems allow for the receipt, transfer, and shipment of F24, F76, JP5 and receipt of Oily Wastewater and ship’s ballast. Flow rates vary dependent upon Colonial Pipeline System operations, but generally range from 1,500 to 4,500 barrels per hour. Interface cuts between F24, F76 and JP5 are detected by manually sampling from a sample point located near the custody transfer point. Pipeline injection receipts 24 per year / 2 per month (based on current F76 throughput).

o Facilities are comprised of the North Group, tanks 472-479, the East Group, tanks 501-

504, and two tank truck fill stands, Piers C and D, various pipelines, F24 and JP5 cut over point and transfer piping systems, and auxiliary support facilities. Primarily receive F24, JP5, and F76 via the Craney Island terminal pipeline connection to the Colonial Pipeline

System and infrequently by tanker, barge, and tank truck. Pipeline receipts average 46,000 barrels. The pier pipeline is limited to a maximum pressure of 90 PSI.

o Fuels can be received from tankers and barges at both Pier D and Pier C. The average off-loading rate for tankers is 6,000 barrels per hour, and for barges is approximately 4,000 barrels per hour. Tank truck receipts are generally limited to returns of small volumes of fuel. F24, F76 and JP-5 returns are pumped from the truck offload rack to a tank. Pier C can service one vessel up to 600 feet in length. Pier D can service two vessels up to a combined length of 1200 feet in length. Both piers have a maximum draft of 42 feet at mean low water and are equipped with fuel loading arms and hose riser manifolds.

o All vessels at Craney Island piers require line handling. All tankers and USN ships loading or off-loading product at the pier facilities require booming prior to commencing fuel operations. Along with the operation of eight incidental fuel barges. The barges are used to transport F76 and JP5 to and from US Navy ships berthed at Sewell’s Point, Norfolk Naval

Shipyard, Little Creek Amphibious Base, and local private shipyards. Commercial barges are also used to transport fuel to North Landing, other locations, and may be used for defueling US Navy ships. One tank truck fill stand is located immediately south of the tank truck issue tank group. The second tank truck fill stand is located immediately west of the

500 series tank group. Tank trucks can be filled with F76 and JP5. An additional, third truck fill stand is equipped to service JP-5, F-76, and F-24.

o The Automated Fuel Handling Equipment (AFHE) workstations (automated and manual) that control and direct several simultaneous operations within a complex bulk fuel distribution system to receive, store, transfer, and dispense aviation, ground, and lube oil products. AFHE also controls loading and unloading of oil tankers, accountability, and leak detection. All operational and maintenance data is documented for official record keeping. DFSP Craney Island is approximately ten road miles southwest of Sewell’s Point.
