Operation and Maintenance of the RIA bridges to include the Moline Bridge, the Rock Island Viaduct, RIA Viaduct Pedestrian Bridge and the Government Swing Span Bridge.

4.) Pest Management services to include pest surveillance, pest identification, breeding site removal, pesticide applications, and establishment of an environmentally sound and effective integrated pest management program.

A draft scoring matrix and draft Performance Work Statement (PWS) annexes are included as attachments to this posting for informational purposes only. Please note these are not final versions - final versions of the scoring matrix and PWS annexes will be provided when the official Request for Proposal is released.

The scoring matrix may be utilized for a future Request for Proposal as part of the evaluation. This is a self-scoring matrix where the interested vendor completes the matrix and provides documentation/data to support the score.

The purpose of this RFI is as follows:

1. To revise the scoring matrix posted to SAM.gov under “RFI #2 – Rock Island Arsenal Base Operations Support Services” on 31 July 2025 as follows:

• The scoring matrix now reflects “under a single contract/task order” for all evaluation categories.

• Revisions were made to Utility Systems Maintenance, Evaluation Category F, Water Treatment Plant Maintenance and Repairs and Flood

Station Maintenance Experience under a single contract/task order to accommodate varied experience.

• Revisions were made to Fire Protection Systems and Life Safety Maintenance, Evaluation Category A, B, and C.

2. To provide responses to the following questions/comments received on the previous scoring matrix under “RFI #2 – Rock Island Arsenal Base Operations Support Services” posted to SAM.gov on 31 July 2025:

• It will be difficult for Offerors to provide accurate total lineal feet and pressure (PSI).

o Offerors shall provide past or current contract experience PWS’ and technical exhibits (TE) to support the score for the cells requiring lineal feet and pressure.

• Will 8(a) offerors be permitted to cite sister subsidiary past experience?

o Per DFARS 215.305, when evaluating a small business concern, relevant past performance information provided for affiliates of the Offeror shall be considered.

• This scoring model does not take service quality, adherence to scope and budget, adherence to schedules, and compliance with licensure, regulations, etc. into account.

• Is the scoring methodology going to be part of the Past Performance Volume?

o The scoring matrix is to evaluate experience only. If required, service quality/past performance will be evaluated under a separate portion of the solicitation.

• Overall magnitude of an element along with the quality of service provided for that element, holistically, would be a better predictor of future service quality.

o The intent of the scoring matrix is to assess the Offeror’s experience to ensure they are capable of performing the work outlined in the PWS annexes.

• What documentation would be acceptable to support the scoring matrix?

o Official contract documentation including past or current contract PWS’ and TEs.

o Relevant past performance information provided for affiliates of the Offeror shall be considered.

• Would the Government allow us to answer with information and cite the document we utilize along with our responses?

o References to PWS Sections and TE pages that validate the response shall be clearly presented to expedite review.

• Would the Government expect us to submit Past Performance Questionnaires (PPQs) to supported customers with the expectation that they would respond or verify the information?

o PPQs may be helpful for verifying experience, but these are typically seen under a past performance evaluation which, if completed, is separate from the scoring matrix.

• Can we (should we) be expected to sift through previous proposal documents from other agencies and copy/paste those proposal documents into our RIA proposal?

o Yes, if they support the self-score for the scoring matrix categories and references are made to easily locate information within these documents.

• How can the Government guarantee the reliability of the information provided by competitors from various sources and for different types of opportunities?

o It is up to the Offeror to submit verifiable supporting documentation including official contract documentation. If contractual documents do not carry all information to substantiate the Offeror’s score, the Government may accept a Statement of Fact from the Cognizant Contracting Officer to confirm missing information.

• We are hopeful that the RIA will clearly define how work orders are initiated, triaged, and issued to the contractor.

o The work control process is identified in the PWS.

3. To request feedback on the revised scoring matrix. Please submit feedback/additional questions related to the scoring matrix by 10AM CST on Thursday, September 25, 2025.

This is for Market Research purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government will not accept requests for meetings or briefings at this time. The Government intends to utilize the information received only to develop the acquisition strategy for future requirements. Any of the information stated above is subject to change.
