About this file
This RFI Responses document addresses clarifications for the Town of Sheffield, Massachusetts's invitation for bids regarding the supply and installation of a fueling station at the Highway Garage located at 48 Sheffield Business Park, Ashley Falls. The project scope includes one 2,000-gallon diesel heavy-duty above-ground double-wall tank, one 1,000-gallon gasoline cylindrical FIREGUARD tank, two remote dispensers, two remote pumping units, pedestal mounting kits, a Smart Fill fuel management system with 50 FOBs, dual-band WiFi module, antenna, pop-up gauges, spill containers, overfill prevention valves, and associated caps and pressure vacuum vent. Sealed bids are due September 9, 2026, at 2:00 p.m., with an estimated contract value of $100,000. The Town is currently confirming the concrete pad delivery timeline and will provide this information to planholders. The contractor must commence work within ten days of receiving the Notice to Proceed.
Key clarifications provided in the RFI responses address bond and contractor responsibilities. A payment bond of 50 percent is required, with no performance bond needed, contrary to earlier IFB language. The contractor is responsible for offloading, crane and rigging services, tank setting, and final positioning, while the Owner furnishes the completed 21-by-20-foot pad, conduit, and wire and identifies the electrical connection point. The contractor must complete electrical terminations, grounding and bonding, controls, testing, and startup. The Owner will supply electrical wires, and no flammable storage tank installation inspections or other Authority Having Jurisdiction approvals are required from the contractor. Completion period and liquidated damages language has been removed from Section 00300 of the IFB. All work must comply with Massachusetts prevailing wage rates, and the contractor must obtain comprehensive insurance coverage and provide weekly certified payroll documentation.
