The RFI was issued on May 15, 2026, with a deadline for vendor questions on May 28, 2026, and a response deadline of June 5, 2026 at 2:30 P.M. EST. The City currently operates approximately 50 ERP users across Finance, Human Resources, and related administrative departments and is exploring a transition from its existing BAI ERP system to a modern, cloud-based solution. The RFI solicits non-binding, high-level information regarding vendor capabilities, ERP solution features, implementation approaches, support models, and cooperative contract availability. No site visits or bidder conferences are specified in the RFI. Responses are to be submitted electronically through eVA or via U.S. Mail, overnight service, or hand delivery to the City of Petersburg Procurement Office.

Following RFI response review, the City anticipates proceeding with either a cooperative purchasing contract through an existing agreement authorized under Virginia Public Procurement Act § 2.2-4304 or issuance of a formal Request for Proposals. Vendors may provide non-binding budgetary estimates including typical one-time implementation costs, annual subscription or licensing costs, and factors influencing total cost of ownership to assist the City's planning purposes. The RFI explicitly states that responses are non-binding, do not obligate the City to enter into an agreement, and will not be considered responses to any future RFP. The City reserves the right to amend, cancel, or request presentations and demonstrations from selected respondents to develop comprehensive understanding of submitted information. All communications regarding the solicitation must be directed to Eunita S Wade at the Procurement Office.
