About this file
This is a Salient Characteristics document for a Request for Information (RFI) regarding non-tactical vehicle (NTV) rentals supporting the Joint Pacific Multinational Readiness Center mission. The Government seeks rental of vehicles at two locations: the Big Island (Kona Airport) from October 6 to November 25, 2026, and Oahu from September 30 to November 25, 2026. The Big Island requirement includes three 7-8 passenger vans and two all-wheel drive pickup trucks, while the Oahu requirement specifies six 15-passenger vans. All vehicles must be fully equipped with roadside assistance tools and emergency response equipment.
Service requirements include commercial standard insurance coverage in compliance with local and U.S. law, provision of replacement vehicles at no cost when rentals become inoperable through no fault of the Government, road service during normal business hours for disabled vehicles, and all vehicles to be picked up and returned with full fuel tanks. The Government will provide its own licensed drivers and be responsible for vehicle pickup and drop-off at designated locations. Responses should indicate capability to support the full requirement or partial support, and interested vendors should submit estimated costs to the provided Army contracting personnel email addresses. This RFI is not a binding agreement or legal obligation.
