About this file
This is a Request for Information (RFI) document seeking qualified sources to support the Defense Civilian Pay System (DCPS) labor contract recompete. The Defense Finance and Accounting Service (DFAS) is conducting market research to identify experienced contractors capable of providing approximately 49 full-time staff located in the Indianapolis, IN area for software and non-software support services. The required services encompass software design, development, and maintenance; database development and maintenance; system change request implementation; requirements analysis; software testing and implementation; configuration management; release management; systems interfaces; customer inquiries; performance measurements; production support; audit readiness; and information assurance. Responses must be submitted by May 6th, 2026, via email to jennifer.a.stegman.civ@mail.mil.
The RFI comprises four parts requesting specific information from respondents: Part 1 requests corporate information including company name, GSA contract number, UEI, CAGE code, business size, and socio-economic categories; Part 2 addresses corporate experience and past performance, specifically seeking examples of similar-sized projects supporting legacy government financial or payroll systems in IBM Mainframe (z/OS) environments, multi-stakeholder support experience, and federal audit support experience; Part 3 evaluates technical approach and methodology, including assessment of the Performance Work Statement sufficiency, 24/7 production support capabilities, performance metrics tracking processes, and knowledge transfer adequacy for 90-day transitions; and Part 4 addresses staffing strategy, key personnel identification, subcontracting plans, and rough order of magnitude pricing. Respondents must also provide a separate three-page narrative describing their experience in the subject matter areas, recent relevant contracts from the past three years, and standard business information including CAGE code and small business status. This is a pre-solicitation notice for market research purposes only and does not constitute a formal solicitation.

Request for Information (RFI) Questions: DCPS Labor Contract Support Instructions to Respondents:
Please provide concise, direct responses to the questions below. Excessive marketing material is not requested. The Government is seeking to understand your company's capabilities and approach to fulfilling the requirements outlined in the Performance Work Statement (PWS).
Part 1: Corporate Information
1. Company Details: Provide your Company Name, GSA Contract Number (if applicable), UEI Number, CAGE Code, and company website.
2. Point of Contact: Provide the name, title, email, and phone number for the primary point of contact for this RFI.
3. Business Size: Provide your business size and all applicable socio-economic categories (e.g., Small Business, 8(a), Woman-Owned, SDVOSB, etc.).
4. North American Industry Classification System (NAICS)/Product Service Code (PSC) Codes: What NAICS and PSC codes would you recommend for the scope of work described in the PWS?
Part 2: Corporate Experience & Past Performance
1. Overall Capability: Does your organization possess the capability to perform the services as described in the PWS?
2. Similar Experience: Please provide an example or examples of a project that your company has supported, that was of similar size, scope, and complexity to the DCPS requirement. For each, specify your organization’s role in supporting large-scale, legacy government financial or payroll systems, particularly those hosted in an IBM Mainframe (z/OS) environment.
3. Multi-Stakeholder Support: The DCPS system serves numerous customers and interfaces with many external systems. Has your company supported a system with a similarly large and diverse group of stakeholders and interfaces? Feel free to provide examples.
4. Audit Support: This PWS places significant emphasis on audit readiness (PWS 3.2.2, 3.3.2, etc.). Has your company supported systems undergoing federal financial and system audits (e.g., GAO, DoD IG, RMF, FISCAM, SSAE18)? What was your company’s specific role in producing artifacts, researching findings, and implementing resolutions?
Part 3: Technical Approach & Methodology
1. PWS Sufficiency: Does the PWS provide sufficient information to enable your organization to prepare a comprehensive response to a RFQ? If not, what specific areas require additional detail?
2. Production Support: Please provide an example of a similar project and your methodology for providing 24/7 production support, including monitoring, issue resolution, and your process for handling unplanned program terminations (ABENDs) to meet the operational requirements. For more info see draft PWS sections 1.8, 3.7, and 3.8.
3. Performance Metrics: Technical Exhibit 1 establishes specific performance thresholds (e.g., "Work is returned no more than once for revisions and is delivered on schedule 90% of the time"). What additional tools and processes would you suggest to monitor, track, and report to meet these government standards? Why? Which ones should be removed? Why?
4. Deliverables: The PWS (Technical Exhibit 2) lists numerous formal software development lifecycle deliverables. Are there life cycle deliverables that you believe the Government should include or remove from the list? Why?
5. Knowledge Transfer: The PWS requires a comprehensive knowledge transfer plan (PWS 1.13). Do you believe this would be adequate to complete a 90-day transition-in from an incumbent contractor to ensure a seamless assumption of responsibilities with no degradation of service. What additional details, if any, are required?
Part 4: Staffing & Personnel Management
1. Staffing Strategy: Do you currently have enough people on staff available to engage on this requirement who meet the specific, multi-year experience necessary for the legacy technologies (IDMS, COBOL, JCL) and modern systems listed in Technical Exhibit 3 and Appendix A? If not, do you anticipate challenges hiring staff with the necessary experience?
2. Key Personnel: Technical Exhibit 3 defines "Key Personnel" and their required skill sets. What positions would you consider key personnel for a similar engagement?
3. Subcontracting: What percentage of this work, if any, do you anticipate subcontracting to other companies?
4. Rough Order of Magnitude (ROM): Based on the estimated workload data in Technical Exhibit 3, can you provide a high-level ROM for the base, option years and total? If not, what additional information would you require to do so?
