About this file

This is a Request for Information (RFI) Tracking Log for solicitation #36C24825Q1212, titled "Bid-Build Install Alternate Connections for Steam and Chilled Water at Lake Nona," issued by the VA (Veterans Affairs). The RFI contains 57 questions and answers addressing clarifications on project scope, staffing requirements, technical specifications, and administrative procedures. Key personnel requirements include a superintendent, Site Safety and Health Officer (SSHO), and Quality Control (QC) manager, with the superintendent permitted to serve as general SSHO if qualified, though separate competent persons are required for specialized operations. The project requires all contractors to obtain a Personal Identity Verification (PIV) card at the lowest clearance level, with applicants advised to submit paperwork promptly as the VA does not control issuance timelines. The laydown area will be discussed at the Notice to Proceed (NTP) kickoff meeting, with the VA confirming that space is limited at the Lake Nona site and that the NTP will be issued within 14 calendar days of contract award.

Technical clarifications address electrical work including panel capacity verification, circuit breaker requirements, temporary power needs during outages, and disconnect switch specifications referencing the Statement of Work and electrical drawings. The VA confirmed that Division 23 (mechanical specifications) was provided as a separate file (Mech.zip) and that contractors must verify existing conditions, panel capacities, and available spare breakers prior to making final connections. Regarding utilities, contractors are responsible for identifying panel locations and conducting Ground Penetrating Radar (GPR) scans to identify unknown underground utilities. Additional administrative requirements include providing shop drawings for disconnect support systems and equipment pads, submitting all FAR provisions with fill-ins in Volume 1, obtaining tax exemption certificates upon request, and ensuring compliance with the Buy American Act. The bid hold period is 120 days, no Economic Price Adjustment Clause will be included, and contractors must conduct their own fire watch if fire alarm system impairments exceed four hours. A one-week bid extension was granted, extending the deadline to February 23 at 11:00 AM EST.

NBR. QUESTIONS & ANSWERS

1. May the Super/QC/SSHO be triple hat and filled by one person if the person holds the qualifications for Super/QC/SSHO?

VA Response The superintendent may serve as the general SSHO provided the qualifications are met. However, for specialized operations, activities, inspections such as excavations, rigging, crane work, etc. a separate

Competent Person with all the qualifications is required to oversee those operations. The qualifications for this individual must be provided to and approved by the VA prior to commencing those activities. The same applies to the QC.

2. Please confirm where laydown area will be located for the project.

VA Response This will be discussed at the kickoff NTP meeting. It will depend on how large of a laydown area will be needed by your team. Space is limited at the Lake Nona site.

3. Will all contractors be required to obtain a PIV and if so which level of clearance will be required? Is there a current estimated turnaround time to complete the process.

VA Response Yes. All contractors require a PIV card. Most likely it would require the lowest level clearance. Our recommendation would be to get your paperwork sent over as soon as possible as VA Facilities

Management Service does not control the timeline for PIV issuance.

4.

Will this project allowed to be conducted entirely during normal working hours?

VA

Response

Refer to the statement of work (SOW) in the solicitation.

5. Is there an intended phasing plan for the work? What are the notification requirements for outages and/or any specific requirements for when outages can be performed.

Refer to the construction drawings. Typically, a 14-day notice is required for any utility outage.

6. What are the power requirements for the relocated wall-mounted fuel tank alarm panel shown on

AS101, and which existing panel and circuit currently serve it?

This is for the Contractor to confirm.

7. Please identify the locations of panels ESBE2, ESBE3, EMCCE2, and EMCCE3 relative to the disconnect support system. If panel locations cannot be shown on the drawings, please provide the routing distance in linear feet from the disconnect support system to each panel, ignoring elevation.

It is the Contractor’s responsibility to identify these locations.

8. A note on Sheet E101 requires the Contractor to verify the capacity of all four (4) panels prior to making final connections. Please clarify what type of verification is required. Is the Contractor expected to obtain actual metered demand data in accordance with NEC 220.87 over a 30-day monitoring period?

This is considered means and methods. Therefore, it is at the Contractor’s discretion as to how he can accomplish this in adherence to all applicable codes.

9. Please clarify whether additional circuit breakers are required to make the required connections for this project. Note 2/E601 on the panel schedules states that solid-state electronic trip circuit breakers shall be provided—please confirm if this requirement applies to this scope.

Yes, as noted for the applicable circuits on the panel schedules.

10. Please confirm that the desired breaker amperage ratings are available in all panels identified on

Sheet E101 and that the scope of work shall utilize existing spare breakers in the indicated panels as noted.

Refer to the Electrical General Notes and Existing Conditions and Material Notes on Sheet E001.

11. Please confirm that a grounding loop with connection to the building counterpoise is not required around the perimeter of the disconnect support system.

Refer to the SOW.

12. Please confirm whether temporary power is required during outages that affect loads served from panels ESBE2, ESBE3, EMCCE2, and EMCCE3. If temporary power is required, please identify the affected loads, required duration, and any performance requirements.

Refer to the SOW and electrical drawings from the construction set and project specifications.

13. Please confirm whether the disconnect switch and associated pull box are required to be NEMA 4X stainless steel and, if so, whether Type 304 or Type 316 stainless steel is required.

Refer to the SOW and electrical drawings from the construction set and project specifications.

14. Please provide updated panel schedules for panels ESBE2, ESBE3, EMCCE2, and EMCCE3, or current photographs of the installed panel schedules for these panels.

Contractor is responsible for obtaining this information and photographing any panel schedules.

15. Please confirm whether third-party safety inspections and/or testing are required for the electrical installation under this project?

Response

Refer to the SOW and electrical drawings from the construction set and project specifications.

16. Please provide the latest as-built drawings (record drawings) showing the electrical power plan and single diagram of the building?

See attached drawings.

17. Will the Superintendent be allowed to dual hat as the SSHO?

Refer to RFI #1 response.

18. Will the Superintendent be allowed to triple hat as the SSHO and QC?

19. If the superintendent cannot triple hat, please confirm the project manager can also serve as the QC.

20. Is there a current asbestos survey that can be provided for this building?

Yes. See attached report.
