About this file
This is a Request for Information (RFI) Question Log and Tracking document for Solicitation #36C24825Q1212, a Bid-Build project to install alternate connections for steam and chilled water systems at the Lake Nona VA Medical Center in Orlando, Florida. The document contains 57 numbered RFI responses addressing contractor inquiries regarding project scope, staffing, compliance requirements, and technical specifications.
Key project requirements include: all contractors must obtain PIV cards (likely at lowest clearance level), with expedited processing recommended; a 14-day notice is required for utility outages; the superintendent may serve as general SSHO if qualified, but specialized operations (excavations, rigging, crane work) require a separate Competent Person; QC cannot be combined with superintendent or SSHO roles; the Superintendent may double-hat as SSHO only under specific conditions detailed in RFI #1. Operational requirements specify: no temporary site office or trailer provided; contractor parking in 4th Floor West Garage with work vehicles in Central Energy Plant lot (if available); Procore is the preferred submittal platform; VA inspection is required before payment for stored materials; no Economic Price Adjustment Clause will be included; the bid hold period is 120 days (non-negotiable); Notice to Proceed expected within 14 calendar days of award; and fire watch is contractor responsibility for alarm system impairments exceeding four hours. Technical clarifications address electrical panel capacity verification (contractor discretion on methodology per applicable codes), solid-state electronic trip breaker requirements, third-party safety inspections per SOW, temporary power requirements per specifications, and NEMA 4X stainless steel disconnect/pull box requirements. The VA memorandum prohibiting A307 bolts for steam and hot water systems applies; tax exemption certificates available upon request; no economic price adjustments or engineering/design deposit reimbursement will be provided; and contractors are responsible for Buy American Act compliance. The bid deadline was extended to February 23, 2025, at 11:00 AM EST.

RFI NBR.
QUESTIONS & ANSWERS
1.
May the Super/QC/SSHO be triple hat and filled by one person if the person holds the qualifications for Super/QC/SSHO?
VA Response
The superintendent may serve as the general SSHO provided the qualifications are met. However, for specialized operations, activities, inspections such as excavations, rigging, crane work, etc. a separate Competent Person with all the qualifications is required to oversee those operations. The qualifications for this individual must be provided to and approved by the VA prior to commencing those activities. The same applies to the QC.
2.
Please confirm where laydown area will be located for the project.
VA Response
This will be discussed at the kickoff NTP meeting. It will depend on how large of a laydown area will be needed by your team. Space is limited at the Lake Nona site.
3.
Will all contractors be required to obtain a PIV and if so which level of clearance will be required? Is there a current estimated turnaround time to complete the process.
VA Response
Yes. All contractors require a PIV card. Most likely it would require the lowest level clearance. Our recommendation would be to get your paperwork sent over as soon as possible as VA Facilities Management Service does not control the timeline for PIV issuance.
4.
Will this project allowed to be conducted entirely during normal working hours?
VA Response
Refer to the statement of work (SOW) in the solicitation.
5.
Is there an intended phasing plan for the work? What are the notification requirements for outages and/or any specific requirements for when outages can be performed.
VA Response
Refer to the construction drawings. Typically, a 14-day notice is required for any utility outage.
6.
What are the power requirements for the relocated wall-mounted fuel tank alarm panel shown on AS101, and which existing panel and circuit currently serve it?
VA Response
This is for the Contractor to confirm.
7.
Please identify the locations of panels ESBE2, ESBE3, EMCCE2, and EMCCE3 relative to the disconnect support system. If panel locations cannot be shown on the drawings, please provide the routing distance in linear feet from the disconnect support system to each panel, ignoring elevation.
VA Response
It is the Contractor’s responsibility to identify these locations.
8.
A note on Sheet E101 requires the Contractor to verify the capacity of all four (4) panels prior to making final connections. Please clarify what type of verification is required. Is the Contractor expected to obtain actual metered demand data in accordance with NEC 220.87 over a 30-day monitoring period?
VA Response
This is considered means and methods. Therefore, it is at the Contractor’s discretion as to how he can accomplish this in adherence to all applicable codes.
9.
Please clarify whether additional circuit breakers are required to make the required connections for this project. Note 2/E601 on the panel schedules states that solid-state electronic trip circuit breakers shall be provided—please confirm if this requirement applies to this scope.
VA Response
Yes, as noted for the applicable circuits on the panel schedules.
10.
Please confirm that the desired breaker amperage ratings are available in all panels identified on Sheet E101 and that the scope of work shall utilize existing spare breakers in the indicated panels as noted.

1.0 INTRODUCTION
MECX, Inc. (MECX) performed a survey for asbestos-containing materials (ACMs) at ten buildings within the Department of Veterans Affairs (VA), Orlando VA Medical Center (VAMC), Lake Nona Campus located at 13800 Veterans Way, Orlando, FL 32827 (Site).
1.1 REGULATORY REQUIREMENTS
MECX performed the survey in order to meet requirements that are compliant with the United States (U.S.)
Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) regulations (40 CFR 763), National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations (40 CFR 61, Subpart M), and the Occupational Safety and Health Administration (OSHA) Asbestos Standards (29 CFR
1910.1001 and 29 CFR 1926.1101).
MECX licensed asbestos consultants Mr. Matthew Haak (TDSHS License 10-5791) and Mr. James Murray (TDSHS License 10-5776), are Texas Department of State Health Services (TDSHS) licensed Asbestos Consultants. TDSHS licensing and training meet the U.S. EPA Asbestos Model Accreditation Plan (MAP) requirements. Training for asbestos professionals is required under the EPA Asbestos MAP which EPA issued under the Asbestos Hazard Emergency Response Act of 1986 (AHERA). The MAP requires the use of trained and accredited asbestos professionals when conducting asbestos inspections or designing or conducting response actions at schools and public and commercial buildings. It provides guidance to states on the minimum training requirements for accrediting asbestos professionals. State training programs must be at least as stringent as the MAP. The MAP established five required training disciplines:
Worker, Contractor/supervisor, Inspector, Management planner, and Project designer
As licensed Asbestos Consultants, MECX’s representatives are accredited to perform the functions of the five disciplines identified above.
MECX completed the survey between the dates of July 17, 2017 – July 19,2017.
1.2 SURVEY BUILDINGS

9 Domicile 2015 4 41,154 10 Chapel 2015 1 2,851
11 CLC 2015 1 117,426
13 Sim Learn 2015 1 45,000
Buildings 1 & 2 Interstitial Space 2015 1 880,000
As directed by the OVAMC, the building roofs and mechanical systems ( i.e., include heating, ventilation and air conditioning (HVAC) duct seam, patching & penetration tar and thermal system insulation (TSI)) on the roof were excluded from the survey. Therefore, MECX did not sample the roofing materials or other materials on the roofs and these materials must be assumed to be asbestos containing until such time they have been tested and shown otherwise.
2.0 SCOPE OF WORK
The objective of this survey, as defined by the OVAMC, was to collect representative samples of suspect friable and non-friable ACMs located in the interior and exterior building spaces, excluding roofs. In addition to collection samples for asbestos analyses, MECX also assessed the condition and quantity of the suspect materials.
2.1 METHODOLOGY
The survey consisted of inspections of reasonably accessible building components to identify suspect ACM.
MECX’s collected samples of suspect ACM in accordance with the U.S. EPA Model Accreditation Plan specified in the AHERA.
MECX placed samples in polyethylene bags with unique identification numbers and then transported the samples under chain-of-custody to Loflin Environmental Services, Inc. (Loflin), in Houston, Texas. Loflin is a licensed asbestos laboratory and a participating member in the National Institute of Standards and Technology (NIST) administered by the National Voluntary Laboratory Accreditation Program (NVLAP). Loflin analyzed bulk samples for asbestos content using polarized light microscopy (PLM), in accordance with U.S.
EPA Analytical Method EPA/600/R-93/116.
The U.S. EPA defines an ACM as material that contains greater than one percent asbestos by PLM analysis (NESHAP 40 CFR Part 61, Subpart M). When the bulk samples contained more than one layer, the laboratory analyzed each layer of the sample.
Suspect samples containing less than or equal to 1% asbestos are not considered ACM by regulatory definition. If lab analysis found that samples were asbestos-containing, then the corresponding material has to potential to be considered a regulated asbestos-containing material (RACM), according the EPA’s NESHAP regulation for renovations and demolitions (reference 40 CFR Part 61).
MECX classified suspect ACMs as either friable or non-friable. A summary of these two classifications is presented below.
Friable ACMs contain more than 1% asbestos and, when dry, can be crumbled, pulverized or reduced to powder by hand pressure. Friable ACMs are considered RACM and, therefore, subject to U.S. EPA regulations.
Non-friable ACMs contain more than 1% asbestos and cannot be crushed with hand pressure. Non-friable ACMs are categorized as either Category I or Category II materials.
o Category I - non-friable asbestos-containing packings, gaskets, resilient floor covering, and/or asphalt roofing products.
o Category II - non-friable ACMs that are not Category I.
2.2 SAMPLING STRATEGY
MECX employed the sampling strategy summarized below.
Surfacing Materials MECX collected bulk samples of surfacing materials in a randomly distributed manner. The samples were representative of each homogeneous area (HA). For suspect ACM, MECX collected the following quantity of samples per HA:
HA 1, 000 sf: at least three bulk samples 1,000 sf at least five bulk samples HA > 5,000 sf: at least seven bulk samples.
Thermal Systems Insulation MECX collected at least three bulk samples of thermal systems insulation in a randomly distributed manner.
The samples were representative of each HA. For suspect ACM, MECX collected the following quantity of samples per HA:
Patched thermal system insulation: at least one bulk sample 6 linear feet or sf
Insulated mechanical systems (i.e., cementitious material on joints and valves): at least 3 bulk samples
Miscellaneous Materials MECX collected at least three representative bulk samples of each miscellaneous material (i.e., ceiling tile, floor tile, floor tile mastic, etc.) in a manner sufficient to determine if a material was ACM.
Non-Suspect ACM MECX did not collect samples from HA where it was documented that a material was not ACM.
Condition Classification MECX classified ACM as food, fair or poor condition, as described below.
Good - material which is intact and absent noticeable damage Fair - material with small/minor amounts of localized damage (generally less than 10% of the area) Poor - material with a large amount of damage (generally greater than 10% of the surface area).
2.3 SURVEY DESCRIPTION
MECX collected approximately 450 representative bulk samples of accessible interior suspect ACMs. Suspect ACMs may exist in inaccessible or hidden areas of the structure that were not observed or inspected during this investigation.
MECX also performed a limited survey of building exteriors, excluding the roofs. The estimated quantities of ACM made by MECX should be verified prior to removal, if any.
3.4 BUILDING 7, CENTRAL ENERGY PLANT
Building 7- Suspect Asbestos-Containing Materials
MECX identified the following HA within Building 7 and collected bulk samples of these materials for asbestos content.
1. 18"x18" Pale Orange Vinyl Floor Tile
2. Chilled Water Insulation Sealant
3. Ceiling Tile
4. Duct Insulation Sealant
5. White
6. Fire Stop
7. Gray HVAC Duct Mastic
8. Heating Water Insulation
9. Joint Compound
Building 7 - Samples Reported as Asbestos-Containing
ACM was not reported in the samples collected from Building 7. Although this was a comprehensive asbestos survey do to the inaccessibility of some areas hidden suspect materials may exist within the building in areas such as above ceilings and in wall cavities.
4.0 CONCLUSIONS AND RECOMMENDATIONS
MECX did not identify ACM during this survey.
This survey reports presents findings of observable and readily accessible materials assessed/sampled. This report does not guarantee that additional ACM is not present (i.e., concealed spaces).
5.0 LIMITATIONS
MECX warrants that the findings contained herein have been prepared with the level of skill exercised by experienced and knowledgeable environmental consultants who are appropriately licensed or otherwise trained to perform assessments pursuant to the scope of work required on this project.
The work that was performed during this investigation was done at the request of the VA and was non-destructive.
Materials may exist in inaccessible or hidden areas of the facility that were not observed or inspected during this investigation. Hidden materials may include, but are not limited to: TSI covered with metal jacketing, gasket material at pipe connections between flanges, vent pipe or duct insulation within wall cavities, vinyl floor tile or sheet flooring beneath sub-floors or overlays, spray-on acoustic texture hidden by door jams or covered with drywall.
The analytical results pertain to only the samples analyzed and may not reflect the actual composition of the entire homogeneous area. MECX assumes no responsibility for any subsequent use or interpretations of these analytical results. Prior to the removal of any asbestos containing materials, if any, a licensed abatement contractor should verify the quantities if removal is planned.
This report must not be used to claim product endorsement by NVLAP or any other state or federal government agency.
The quantification of the asbestos-containing materials are estimates made at the time of sampling. The quantities are estimates only and should be verified by the contractors bidding the project to determine exact square footage’s and the accessibility of the specific materials.
The opinions and conclusions presented here are based on field investigation, and observations made in the field, and are consistent with practices and actions of consulting professionals in the asbestos and industrial hygiene field.
