About this file
This is a Questions and Answers document dated February 19, 2025 for solicitation W50S6T25QA012 regarding Oil/Water Holding Tank Clean-up services for the 144th Fighter Wing. The document addresses 20 contractor questions about technical specifications and requirements.
Key details revealed include: the tanks are primarily below-ground runoff collection points that haven't been cleaned in 7-8 years, with 2-3 tanks potentially containing oil remnants. Most tanks are made of precast concrete, with one plastic tank at the wash rack. The work requires emptying and cleaning the tanks, with only visual inspection required (no special certifications needed). A portable frac tank can be used onsite with COR coordination. The contents are primarily water runoff but may contain fuel, oil and grease remnants. Disposal must comply with federal, state and local policies. Tank volumes are specified in PWS section 3.1. The contractor is responsible for any damage they cause. No advance payments are authorized and waste disposal documentation is required. Both NAICS codes 562998 and 562910 (Environmental Remediation) will be considered.

QUESTION ANSWER
1. Would you consider broadening the NAICS
Code to include 562910 – Environmental Remediation?
Yes. NAICS Code 562910 – Environmental Remediation can be considered.
2. Can environmental testing info/data be provided for each location that is to be emptied/cleaned?
Info is unavailable.
3. Are holding tanks containing clean water or are they runoff collection points from parking lots/hard surfaces?
They are runoff collection points.
4. a) Is the inspection of the holding tanks just a visual inspection by the contractor’s personnel once the cleaning is done or would we need to find an inspector with the appropriate certification/qualifications/equipment?
b) If an inspector with the appropriate certification/qualification/equipment is required could you please share which certificates/qualifications/equipment would be necessary to satisfy this requirement?
Just a visual inspection. No inspector certifications are required.

Yes. Staging location will need to be coordinated with the COR prior to performance.
6. Once visually inspected, who will be responsible for repairs to the tank(s) (if needed)?
Repairs do not fall under the scope of work, so any recommended repairs will be considered for either a potential supplemental agreement with the awardee or a new requirement to be competed.
7. When are quotes due? See section 8 of the most current Standard Form (SF) 1449.
8. When was the last time the tanks were pumped off / cleaned?
Exact time span is unknown but estimated to be roughly 7-8 years.
9. What are the contents of each tank (e.g.
water, oil, fuel, etc.)? Hazardous or Nonhazardous?
Varies. Contents are primarily water runoff, but some may contain remnants of fuel, oil and/or grease.
10. Will the tanks be at full capacity, or will they be emptied prior to performance?
Tanks must be emptied as part of the performance (see section 3.1 of the PWS).
11. Are all tanks above ground? If not, is there an accessible manhole cover to gain access to the tank(s)?
All tanks are below ground, and each has an accessible manhole cover.
12. What is the height of the tallest tank? Unknown
13. What is the volume of each tank. Tank volumes are specified in PWS paragraph 3.1.
14. Does the recycling program have restrictions or preferences for disposal?
No preference. Must be disposed of in accordance with federal, state, and local policies.
