Udall Building, 1849 C Street NW, Washington, DC 20240. DOI seeks vendors experienced in evidence-based physical therapy and rehabilitation with capabilities including manual therapy, Graston Technique, trigger point dry needling, and other specialized interventions. The services will emphasize individualized, one-on-one care with treatment approaches focused on restoring movement, reducing pain, and supporting long-term functional performance. Vendors may service both DOI federal employees and nonfederal individuals, including public clients. Two vacant spaces are available for occupancy: Space One (777 sq ft) and Space Two (836 sq ft), with the possibility of utilizing one or both spaces. Vendors may also arrange to use the DOI's Interior Department Recreation Association (IDRA) gymnasium, which features fitness equipment, locker and shower facilities, modern HVAC systems, skylights, saunas, and handicapped accessibility. Facility usage charges may apply and should be factored into vendor proposals.

Vendors must submit advance questions by May 13, 2026, to Mandy Ashmore at mandy_ashmore@ibc.doi.gov to prepare for Industry Day. The originally scheduled Industry Day of May 20, 2026, at 10 AM ET at DOI Headquarters will not be held as planned; a new date will be announced later. Interested vendors must register by May 13, 2026, providing company name, address, number of attendees, and attendee names. Capability statements (maximum five pages, PDF format) must be submitted by June 3, 2026, at 10 AM ET and must address: company profile and business type; clinical and service capabilities with relevant certifications and licenses; proposed clinic hours and staffing model; space, equipment, and build-out requirements; acceptance of Federal Employee Health Benefit (FEHB) plans and FSA/HSA program participation; operational readiness timeline; additional value-added services; and any constraints or questions for DOI consideration during planning.

REQUEST FOR INFORMATION AND INDUSTRY DAY

PHYSICAL THERAPY AND REHABILITATION SERVICES

The Department of the Interior (DOI) is issuing this Request for Information (RFI) for market research to identify service providers capable of delivering comprehensive physical therapy, rehabilitation, and sports performance–oriented clinical services. These services will be provided in the Stewart L. Udall Building, located at 1849 C Street NW, Washington, DC 20240.

DOI is seeking information from organizations experienced in evidence based physical therapy and rehabilitation that emphasize individualized, one-on-one care; advanced therapeutic techniques; and treatment approaches focused on restoring movement, reducing pain, and supporting long-term functional performance. Desired capabilities may include manual therapy, Graston Technique, trigger point dry needling, and other specialized interventions.

DOI intends to evaluate provider capabilities, and the service delivery models available for use within an assigned space in the facility. Facility usage charges may apply and should be accounted for in the organization’s response.

Although the employees within the facility work for DOI, the building is accessible by the other nearby federal staff, and the public. The vendor could service both federal employees and nonfederal individuals. The building does not offer parking; however, street parking is nearby.

It is preferred that vendors for qualifying services accept Federal Employee Health Insurance and Flexible Spending Accounts.

As part of this market research, DOI is considering more than one space to make available to the vendor. Vendors are encouraged to attend Industry Day to walk through the spaces so that detailed information can be provided in the capabilities statements. Additionally, the building has a gymnasium, cafeteria, and other retail like operations.

This high-level space description and size of potential spaces include:

Space One: Vacant Room: 777 sq ft

Space Two: Vacant Room: 836 sq ft

It is possible one or both spaces could be utilized. Additionally, the vendor may be able to make arrangements with the DOI’s Interior Department Recreation Association (IDRA), a nonprofit organization founded by Department of the Interior members to utilize the gymnasium. The fitness center serves DOI employees and those in neighboring buildings, offering membership and initiation costs well below comparable local facilities. The facility features fitness equipment, locker and shower facilities, a modern HVAC system, skylights, saunas, handicapped accessibility, and more.

DOI, with the RFI, plans the following schedule:

May 13, 2026: Questions due from vendors to DOI to prepare for Industry Day

May 20, 2026: Industry Day Originally scheduled for May 20 will not be held as planned.

A new date may be announced at a later time. We appreciate your interest and will provide updated information as soon as it becomes available.

June 3, 2026: Vendors submit Capability Statements to DOI

Respondents should be able to provide services like the following:

• Clinical expertise across musculoskeletal conditions (e.g., low back pain, neck pain, shoulder injuries, knee injuries, foot and ankle disorders, sports injuries, and postoperative rehabilitation).

• Evidence based therapeutic services, including manual therapy and advanced rehabilitative modalities and stretching.

• A low volume, high attention care model that supports individualized treatment.

Technology enabled and/or performance-oriented rehabilitation approaches, where appropriate.

• Offers additional services such as massages, acupuncture, and chiropractic

This event will provide an opportunity to learn more about the requirement, ask questions, and engage with Government representatives.
