About this file

This document is a Request for Information (RFI) issued by the Maryland Department of General Services, Office of Facilities Management for janitorial services at the Robert F. Sweeney District Court/Multi-Service Center in Annapolis, Maryland. The purpose of this RFI is to conduct market research to identify interested and capable parties for a future janitorial services procurement, and to increase the likelihood of socioeconomic inclusion. The anticipated services include daily, weekly, monthly, and semi-annual janitorial tasks for the 93,400 square foot, 4-story facility. Responses are due by July 2, 2024 and should be submitted online. The Department of General Services intends to subsequently solicit and award a firm-fixed price contract with an anticipated term of three years, with potential renewal options.

The RFI indicates the Department may logically break up the requirements to increase opportunities for Small Business Preference, Minority Business Enterprise, and Veteran Small Business Enterprise participation at the prime and subcontractor levels. Pricing shall be provided for the base bid as well as three add alternates. The current janitorial services are under contract, and the new contract is anticipated to commence in the first quarter of 2025. Responders are advised not to provide any quotes or bids in response to this RFI.

GENERAL INFORMATION

REQUEST FOR INFORMATION

BPM044858

A. OBJECTIVE:

a) The purpose of this Request for Information (RFI), which is not a solicitation to procure, is a means of conducting market research to identify capable parties having an interest in the Janitorial Services for the Robert F. Sweeney District Court procurement and to increase the likelihood of increased socioeconomic inclusion. This Janitorial RFI is in addition to any formal forthcoming virtual pre-bid conference that would occur after the procurement solicitation posting, once a date is determined.

b) The requirements stated in this RFI may not accurately reflect those which may be contained in a Request for Proposal, Invitation for Bid, Purchase Order RFP, Task Order RFP or other procurement vehicle. This issuance does not constitute a commitment to issue a request for bids, award a contract, or pay any costs incurred in preparation of a response to this request.

Furthermore, the Department of General services requires that all responding vendors abstain from providing any quotes or bids in response to this RFI.

c) Any information received in response to this RFI will assist DGS in collecting information that may be used at a future date for a solicitation. A submission in response to this RFI does not guarantee that the respondent will be included in any subsequent procurement. Likewise, a non-submission in response to this RFI does not preclude a recipient or vendor from inclusion in any future procurement.

d) As part of DGS efforts to gather this information, DGS may schedule information sessions as it determines necessary with participants or others.
