Introduction

The OCC is requesting information on available platforms for social listening and analytics to serve as an alert and monitoring system, offering real-time insights into public sentiment regarding the banking sector and banks supervised by the OCC. The social listening and analytics tool would enable the OCC to spot potential risks or issues within the banking industry, facilitating a more proactive monitoring approach to potential threats and concerns.

Background

The OCC is a non-appropriated federal financial regulatory agency responsible for regulating and supervising all national banks and federal savings associates. Headquartered in Washington, DC, the

OCC is responsible for ensuring national banks and federal savings associations operate in a safe and sound manner, provide fair access to financial services, treat customers fairly, and comply with applicable laws and regulations. Over the last 10 years, the rate at which information circulates on social media platforms and influences consumer behavior has escalated notably, as evidenced by the bank failures in 2023. Presently, the OCC wants to improve its capability to effectively track or evaluate social media content to identify potential risks or issues related to banks under OCC supervision and the banking sector at large.

Requirements Description

The Government (OCC) is seeking information on and the availability of a solution with the following requirements:

• Technical Requirements o Comprehensive Data Access – The platform needs to offer unrestricted access to both live and historical social media data. Historical data should include, at a minimum, 2 years of data at all times throughout the use of the tool. This will empower the OCC team to analyze trends over time and respond to recent developments with historical context in mind.

o Unified Content Monitoring – The platform needs to have the capability to seamlessly monitor and aggregate content from multiple social media networks through a single dashboard ensuring a broad-spectrum analysis. The social media networks of Redditt and X must be included at a minimum.

o Advanced Analytics Dashboard – The service needs to provide a highly customizable dashboard that showcases detailed data analytics. This includes visual representation of trends, counts of mentions, sentiment analysis, identification of trending topics (e.g., using word clouds), most popular hashtags, frequently shared URLs, and leading content creators by metrics such as reach, mentions, and followers. Essential customization options must, at minimum, allow users to adjust date ranges, filter by language, select sources, and identify trending topics, granting the flexibility to tailor the dashboard to our specific analytical needs.

o Search Functionality with Support – The platform must have functionality for creating both saved queries and ad hoc queries. The tool should allow for a minimum of 200 saved queries and additional ad hoc queries, as needed. The vendor should indicate the number of saved and ad hoc queries permitted within the tool in their response.

Crucially, vendor support should be available to assist in setting up these saved searches, including guidance on constructing Boolean search strings.

o AI-Powered Summaries – Employ AI technology to generate concise summaries or in-depth insights based on the aggregated content from social media posts, applicable to both preset and ad hoc searches. This feature aims to distill valuable information from large volumes of data efficiently and may be included in the analytics dashboard or available as a separate module/feature. The summaries may be in a bullet point or executive summary-style format.

o Downloadable Reports (byproduct of queries) – Users must be able to easily download comprehensive summary reports/dashboards for the purpose of sharing insights and analyses within the OCC and externally. Alternatively, the user could send a shareable link of the summary reports/dashboards for use within the OCC.

o Direct Reading and Export Options – The platform must provide the capability for users to directly read social media posts within the interface. Additionally, it must allow for the export of anonymized ‘mentions’ into a CSV or Excel format to alleviate any privacy concerns o Customizable Alert System – An integral feature is an automated alert system that delivers reports or notifications directly to OCC Users, based on predetermined triggers of which OCC Users can specify/establish, for saved queries. This system must enable the OCC Users to stay informed of critical mentions or trends instantly via alerts on triggers such as mention volumes reaching a certain level or growing rapidly, or sentiment changing from positive to negative.

• Accessibility Requirements o Licensed users will be able to access the features identified in the Technical

Requirements section directly from the tool. Licenses must be transferable between employees (e.g., in situations where a user has a job change).

o Summary and data reports must be available for download in electronic format, such as

PDF or excel and CSV, respectively. Once the reports are downloaded for sharing, they will be stored within OCC systems. OCC employees shall be able to: (1) share reports with other OCC employees; and (2) use summary level report information in internal and external presentations. At a minimum, users must be able to store downloaded reports and data in perpetuity for OCC recordkeeping purposes as well as meeting statutory and regulatory conditions (if applicable).

• Technical Training Requirements o The Contractor shall provide training support to OCC users of the tool. The Contractor shall ensure training support questions are resolved within 2 business days (or mutually agreed upon time, if a more complex issue). The Contractor shall provide training for new licensed users of the tool, either one-on-one (at time of new user access), through pre-recorded training, and through a group session generally sometime soon after contract award. Training sessions should generally not exceed 2 hours. In the unlikely event OCC personnel (i.e., technical support) need temporary or administrative tool access to transport data, their access shall not count against a user license count.

The Government further seeks the SMLT solution to provide the following deliverables in electronic format to the OCC’s designated COR:

• Social media Listening Reports – Comprehensive summary reports that include AI-generated insights, volume of mentions for a specific topic identified by the OCC COR, sentiment for a query as identified by the OCC COR, and other ad hoc reporting of queries for the purpose of sharing insights and analyses within the OCC and externally

• User Guide – may be accessed through the platform itself and/or a separate .pdf document that details how to use/configure/administer the SMLT

• Methodology or Data Definitions – clear definitions available within the tool or as part of the user guide, for all derived data elements

• Social media Listening Tool Training Support – Virtual presentation on the use of the social media listening and analytics tool, to include accessing the tool, its key features and functions, and ability to achieve the project outcomes for reporting on the data generated
