Request for Information (RFI): Leadership Development Curriculum Design, Development, Implementation, Instruction, and Evaluation

The Leadership Development Branch of the Defense Counterintelligence and Security Agency (DCSA) is seeking information to provide more details for services. This RFI does not obligate the Government to issuing a contract.

Section 1: RFI Overview

The Leadership Development Branch of DCSA is planning a new requirement to develop leadership curriculum. There will be two primary components in this requirement. The first will be an instructional design component that will design and create a catalog of virtual, blended, and in-person courses, and programs. The second component will be a delivery component where experienced instructors will administer and deliver the newly developed curriculum. DCSA is seeking information (to include historical data, current analysis, and estimates) on the length of time required to build curriculum, the number of personnel needed, and the specific labor categories needed to effectively execute a comprehensive and robust internal leadership program at the agency.

Please submit your responses to this RFI to the point of contact (POC) before the due date identified in Section 1.3. When submitting your response, please conform to the submission requirements listed in Section 3.3.

Please submit questions prior to the deadline in Section 1.3. Questions may be submitted via e-mail to the RFI POC. All question e-mails must contain the subject “RFI Question: DCSA Leadership Development Training” and include the vendor’s name.

models (e.g. ADDIE, etc.). A quality control process will be built into the leadership program, to include:

The outcome will be delivered to DCSA in a report format that details recommendations bolstered by analysis/assessment data that supports assumptions, assertions, and conclusions contained in the report.
