Request for Information (RFI): Leadership Development Curriculum Design, Development, Implementation, Instruction, and Evaluation
The Leadership Development Branch of the Defense Counterintelligence and Security Agency (DCSA) is seeking information to provide more details for services. This RFI does not obligate the Government to issuing a contract.
Section 1: RFI Overview
The Leadership Development Branch of DCSA is planning a new requirement to develop leadership curriculum. There will be two primary components in this requirement. The first will be an instructional design component that will design and create a catalog of virtual, blended, and in-person courses, and programs. The second component will be a delivery component where experienced instructors will administer and deliver the newly developed curriculum. DCSA is seeking information (to include historical data, current analysis, and estimates) on the length of time required to build curriculum, the number of personnel needed, and the specific labor categories needed to effectively execute a comprehensive and robust internal leadership program at the agency.
Section 1.2: Submission Details
Please submit your responses to this RFI to the point of contact (POC) before the due date identified in Section 1.3. When submitting your response, please conform to the submission requirements listed in Section 3.3.
Please submit questions prior to the deadline in Section 1.3. Questions may be submitted via e-mail to the RFI POC. All question e-mails must contain the subject “RFI Question: DCSA Leadership Development Training” and include the vendor’s name.
RFI POC: Nathan Shore at nathan.g.shore.civ@mail.mil
Section 1.3: RFI Timeline
Please review the below RFI timeline. Dates may be modified or amended by DCSA through an amendment to this RFI notifying prospective respondents of any changes.
RFI Released: January 24, 2025
Questions Due: February 7, 2025, by 2PM EST
Responses Due: March 7, 2025, by 2PM EST
Q&As are expected to be posted no later than February 28, 2025, by COB
Section 2: Background Information
DCSA is the largest security agency in the federal government dedicated to protecting America’s trusted workforce and trusted workspaces. Under Executive Order 13869, DCSA was effectively established on October 1, 2019. DCSA is a geographically varied agency with an array of workplace environments.
Section 2.1: Goals and Outcome
DCSA is seeking a strategy that can provide experienced instructional design professionals, leadership development subject matter experts, experienced instructors, administrative personnel, and visual designers with SharePoint skills to build a comprehensive leadership development catalog. This catalog will include, but not limited to, virtual multi-day offerings, one to two-hour virtual leadership seminars, UNCLASSIFIED in-person programs, and blended executive continuing education options. The program will include course or career mapping that will offer leadership development options and choices to agency employees. The design process will entail the use of the latest and most effective instructional design models (e.g. ADDIE, etc.). A quality control process will be built into the leadership program, to include:
content and materials, delivery methods, instructor/facilitator performance, and participant/organization feedback at all four levels using the Kirpatrick model. The outcome will be delivered to DCSA in a report format that details recommendations bolstered by analysis/assessment data that supports assumptions, assertions, and conclusions contained in the report.
Section 2.2: Background
This effort was prompted by a comprehensive Leadership Insights Project to better understand DCSA workforce needs and evolve the agency’s leadership development strategy. The goal for this project is to align program offerings with employee and agency needs, enhancing support for the agency and its people. As a result of this project, it was determined that a new requirement including new leadership curriculum and appropriate personnel are needed to support the agency’s needs.
