A response to this RFI is necessary to assist the U.S. Postal Service Office of Inspector General (USPS OIG) in determining the potential levels of interest, adequate competition, and technical capability for a potential, but not certain, future solicitation. The OIG may issue a future request for proposal (RFP) only to those

Suppliers that respond to this RFI. Companies not responding to the RFI may be precluded from participating in any future competitions related to this requirement. UOrganizational Background

The USPS OIG is an independent federal law enforcement agency providing oversight to the U.S.

Postal Service (USPS) and the Postal Regulatory Commission (PRC). Its mission is to:

• conduct and supervise objective and independent audits, reviews, and investigations relating to Postal Service and PRC programs and operations,

• promote economy, efficiency, and effectiveness within the Postal Service and PRC, and

• inform the Postal Service Governors, Postal Service management, PRC Commissioners and

Congress of problems, deficiencies, and corresponding corrective actions.

UProject Background

The Analytics Directorate of RISC (Research and Insights Solutions Center), a component within the

OIG, obtains, processes, and analyzes data from numerous postal systems and other sources to find trends, answer questions, and provide insight into matters affecting the Postal Service. We identify opportunities to streamline Office of Audit (OA)/Office of Investigations (OI) work with new or enhanced tools which enable staff to support audits and investigations. Our teams work cross-functionally on all projects across all OA and OI program areas.

RISC hosts and maintains a wide array of Esri ArcGIS applications and infrastructure to build geospatial tools and create advanced analysis to support the core mission of the agency by providing comprehensive geospatial analytic products and services to OIG’s auditors, investigators, senior leaders, and stakeholders. The Geographic Information Systems (GIS) Analysis Services Supplier supports these geospatial data and IT efforts.

For more information, see the SOW.
