About this file

The document is a Request for Information (RFI) issued by the State of Michigan's Department of Lottery for a Field Inspections System. The RFI seeks to obtain descriptions of custom off-the-shelf solutions to manage field inspection activities for retailers, organizations, bingos, charity game tickets, special charity games, raffles, halls, and suppliers in Michigan. The RFI was issued on April 1, 2019, with a deadline to submit questions by April 15, 2019, and a response deadline of May 13, 2019. The primary objective is to replace and enhance the current Capstone application that manages field inspection activity, with a system that can perform remote inspections, store and synchronize inspection data, track licenses and meetings, generate reports, and support various administrative functions.

The RFI outlines specific system requirements, including the ability to maintain a central repository of inspection data, search and prepopulate forms from the CGIS database, track charity gaming complaints, generate statistics reports, and manage licenses and hall information. The State is seeking market information to understand best practices about information systems and potentially develop a future Request for Proposals (RFP). Respondents are asked to provide comprehensive details about their company, including prior experience, organizational structure, software development processes, and preferred compensation models. The State emphasizes performance measures such as consistent quality, reliability, responsiveness, cost-effectiveness, and achieving expected results. All responses will be considered the property of the State and are subject to disclosure under Michigan's Freedom of Information Act.
