About this file

This Statement of Objectives (SOO) details the Interior Business Center's (IBC) requirements for a comprehensive IT portfolio management solution. The solution must replace manual processes, enhance transparency, and improve decision-making across the organization's IT investments. Key objectives include developing a centralized platform with low-code/no-code capabilities, robust data integration, strict compliance and security standards, resource optimization, and an intuitive user interface.

The SOO outlines six primary objectives: (1) Enhanced IT Portfolio Management with automated data capture and reporting, (2) Low-Code/No-Code development environment for rapid configuration, (3) Data Integration with existing government systems, (4) Compliance and Security meeting FedRAMP Moderate and NIST standards, (5) Resource Optimization and Cost Management, and (6) Performance and Usability with real-time KPI tracking. The contractor will be required to complete six primary tasks, including stakeholder requirements gathering, developing a Minimum Viable Product within eight weeks, implementing additional features, establishing development environments, creating a training plan, and developing comprehensive documentation.

Statement of Objectives (SOO) for a Federal IT Portfolio Management Solution

1.0 Introduction

The Interior Business Center (IBC) Information Technology Optimization and Portfolio Management (ITOP) program requires a comprehensive and automated IT portfolio management solution. This Statement of Objectives (SOO) outlines the high - level performance objectives for a contractor to provide a technology solution that will replace current manual processes, enhance transparen cy, and improve decision -making. The desired solution must be agile, scalable, and compliant with all relevant federal standards.

2.0 Background

The IBC currently relies on manual processes to manage its IT portfolio, leading to operational inefficiencies, inconsistent data, and a lack of real - time visibility into IT investments. This hinders the organization's ability to meet critical federal repo rting and compliance requirements, including those of the Federal Information Technology Acquisition Reform Act (FITARA) and OMB Memo M-19-16. To address these challenges, the IBC requires a streamlined and automated IT portfolio management tool that can s erve as a centralized hub for all IT investment data and processes.

3.0 Program Objectives

The contractor shall provide and implement an IT Portfolio Management solution that achieves the following objectives:

3.1 Enhanced IT Portfolio Management:

● Objective: Develop a centralized platform to automate data capture, reporting, and form submissions to improve data quality and transparency. The solution must provide a unified view of the enterprise IT portfolio.

● Desired Outcomes:

○ Improve efficiency and effectiveness of IT investment oversight.

○ Increase enterprise - level transparency and data -driven decision -making.

3.2 Low - Code/No - Code (LCNC) and Agile Capability:

● Objective: Provide a highly intuitive LCNC development environment that allows for the rapid configuration, modification, and deployment of new workflows, business rules, and user interfaces by agency personnel with minimal traditional

Page | 2 coding expertise.

● Desired Outcomes:

○ Enable swift adaptation to evolving mission needs and regulatory changes.

○ Support dynamic, unstructured, and ad -hoc workflows and processes.

3.3 Data Integration and Unified View:

● Objective: Offer robust, configurable integration capabilities with existing government systems (e.g., FBMS, Box, DocuSign, FOLIO, PBMS, RFMS) using standard protocols (e.g., REST APIs, SOAP, database connectors). The solution must be capable of aggregating data fro m these systems to establish a single source of truth for IT investment data without requiring extensive data migration.

● Desired Outcomes:

○ Seamlessly connect disparate data sources.

○ Provide a centralized interface for a comprehensive view of all relevant case information.

3.4 Compliance and Security:

● Objective: Ensure the solution adheres to all stringent government security and accessibility standards. This includes, but is not limited to, FedRAMP Moderate, NIST Rev. 5, and Section 508 compliance. The system must also include robust security features such as PI V authentication, role - and attribute -based access controls, data encryption (in transit and at rest), and comprehensive audit logging.

● Desired Outcomes:

○ Maintain the highest level of security and data integrity.

○ Meet all federal reporting and compliance requirements.

3.5 Resource Optimization and Cost Management:

● Objective: Enable end- to-end capital planning and management by integrating the planning, budgeting, and execution phases of IT investments. The system must provide real - time insights and analytics for resource allocation and cost tracking.

● Desired Outcomes:

○ Efficiently allocate resources based on project priority and strategic goals.

○ Identify cost -saving opportunities and prevent budget overruns.

3.6 Performance and Usability:

● Objective: Deliver an application with an intuitive user interface and dashboards

Page | 3 that provide real - time tracking of key performance indicators (KPIs) for IT projects. The system must be scalable to accommodate future growth and maintain optimal performance under specified user loads.

● Desired Outcomes:

○ Improve user adoption and satisfaction.

○ Gain insights into project performance, timelines, and outcomes to identify bottlenecks.

4.0 Tasks

The contractor shall perform the following high - level tasks to achieve the objectives:

● Task 1: Conduct stakeholder requirements gathering and analysis.

● Task 2: Design and develop a Minimum Viable Product (MVP) within eight (8) weeks that includes a manual interface to capture essential data elements (e.g., cost tables and contracts).

● Task 3: Implement additional features (MVP+) as required, such as risk area reporting, metrics, systems, and generating proposed CIO ratings.

● Task 4: Establish development, testing, and production environments, and provide ongoing support and maintenance.

● Task 5: Develop and execute a comprehensive training and change management plan for all users.

● Task 6: Create all necessary user and technical documentation.
