About this file
This document is a Request for Information (RFI) from the Defense Threat Reduction Agency (DTRA) regarding advisory and assistance (A&AS) services in support of the Cooperative Threat Reduction (CTR) Program. DTRA is seeking information from industry on current practices, level of interest, and market conditions that could meet their requirements. DTRA is not soliciting proposals at this time, but rather gathering information to assist in developing a future solicitation. Key details include the required A&AS service areas such as subject matter experts, engineering, cost estimating, and document preparation. The anticipated contract would have a 2-year base period plus three 1-year options, with a projected start in early 2026. DTRA plans to have an Industry Day to provide additional details. Responses are due by September 9, 2024 and should address the responder's commercial and government experience, capabilities, pricing recommendations, and potential organizational conflicts of interest.

DEFENSE THREAT REDUCTION AGENCY
8725 JOHN J. KINGMAN ROAD, STOP 6201
FORT BELVOIR, VA 22060-6201
REQUEST FOR INFORMATION
06 August 2024
1.0 DESCRIPTION & PURPOSE
1.1 The Defense Threat Reduction Agency (DTRA) in support of the Cooperative Threat Reduction Program (CTR) is seeking information on how an interested contractor could provide advisory and assistance (A&AS) services in support of the CTR mission.
The DTRA mission is to prevent weapons of mass destruction (WMD), related materials, and expertise, and associated delivery systems from reaching any state or non-state actor that may develop or use WMD against the United States and/or its allies.
DTRA’s CTR Program mission is to dismantle and destroy WMD and any related systems or materials. When elimination is not possible, the Program will provide support to consolidate, secure, and account for the materials or items. If the Program cannot fully eliminate or secure at the source, it works with partner countries to detect and prevent WMD-related trafficking, and enhance disease detection and surveillance.
| 1.2 | THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The purpose of this RFI is to gain information on current industry practices that would meet DTRA’s requirements, ascertain the level of interest in this requirement, assess market conditions, and supplement market research for this requirement. This RFI is issued solely for information and planning purposes – it does not constitute a solicitation for proposals, proposal abstracts, or quotations nor does the Government promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, DTRA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. |
| 2.0 | BACKGROUND |
DTRA seeks to identify interested and qualified sources capable of establishing and managing a robust pool of A&AS professionals who can successfully assist the Government in executing CTR’s mission. Under the A&AS program, potential sources either alone or with appropriate teaming partners are expected to provide support in the following areas:
· Subject Matter Experts (SMEs) to provide support for the DoD acquisition process to include acquisition planning and development of documents such as Contract Data Requirements Lists (CDRL), and other contract-related items
· SMEs in nuclear, chemical and biological weapons systems, including materials transportation, custody, control, secure storage and demilitarization
· SMEs in strategic nuclear weapons delivery systems (ICBM's, heavy bombers and ballistic missile submarines) dismantlement and infrastructure elimination
· SMEs in safety, construction, civil, mechanical, chemical, biological, industrial, electrical, and nuclear engineering
· SMEs to support cost estimating; technical and cost evaluation of proposals; and technical review of contract deliverables
· Preparation of documents such as strategic plans, budgets, reports, briefings, presentations, histories, public relations articles and official cables
· Congressional reporting support
· Travel, passport, and meetings support
· Information systems networking and database management support
· Operational logistics support DTRA’s current A&AS contract was competed under GSA OASIS Pool 1 and awarded via contract GS00Q14OADU143 / HDTRA121F0033 to Noblis, Inc. DTRA intends to leverage lessons learned and best practices drawn from previous efforts, looking for innovative approaches to both management and execution of A&AS activities.
The current A&AS contract includes approximately 220 FTE/resources which are aligned functionally to the CTR mission. CTR is currently in the process of restructuring its organization from a functional to a regional approach, such that the number and allocation of A&AS FTEs/resources will likely change between the current and future A&AS contracts.

However, exact details on the proximity requirement are still TBD and will be updated to all interested parties at a later date. The Government does not anticipate needing SCIF-space at the contractor facility.
For informational purposes only, the current A&AS facility has approximately 10 conference rooms/breakout rooms plus a room for classified meetings up to the Secret level.
There will also be an opportunity for some positions to be remote/telework capable; however, these individual(s) shall be prepared to travel to DTRA Headquarters and/or other locations CONUS and OCONUS.

Responses must only contain UNCLASSIFIED information and be marked “UNCLASSIFIED” on all pages in both the header and footer. No classified information may be included in your response.
Neither proprietary or classified concepts, nor classified information should be included in the submittal. Input on the information contained in the responses may be solicited and reviewed by DTRA non-Government consultants or experts who are bound by appropriate non-disclosure agreements.

| 3.3.7 | Extent to which the responder is aware of any potential OCI issues in accordance with FAR Part 9.5 or any non-mitigatable OCI. The CTR Program has implemented an OCI avoidance strategy that stipulates Operations Support contractors cannot also be Mission Execution contractors. These two groups of contractors are identified below: |
Classification Group A: Operations Support Operations Support consists of A&AS, logistics, and language services. Contracts include CTR A&AS, Threat Reduction Logistics Services (TRLS), and logistics advisory services.
Classification Group B: Mission Execution Mission Execution consists of all other contracts that the CTR Program requires to accomplish its threat reduction mission overseas with partner nations. Mission Execution is implemented through vehicles including Cooperative Threat Reduction Integrating Contracts (CTRIC), Direct Contracts, Grants, 8A Providers, and Science and Technical Engagement Partnership Program (STEP) contract.
As part of the strict OCI avoidance strategy, a contractor can perform on multiple contracts in Group B, but that contractor cannot perform on any contracts in Group A. Conversely, a contractor can perform on multiple contracts in Group A, but cannot perform on any contracts in Group B.
Since this A&AS requirement falls under Classification Group A, an A&AS contractor and its subcontractors cannot also perform on any contract in Classification Group B during the A&AS contract period of performance.
