DEFENSE THREAT REDUCTION AGENCY

8725 JOHN J. KINGMAN ROAD, STOP 6201

FORT BELVOIR, VA 22060-6201

REQUEST FOR INFORMATION UPDATE

28 August 2024

1.0 DESCRIPTION & PURPOSE

1.1 The Defense Threat Reduction Agency (DTRA) in support of the Cooperative Threat Reduction Program (CTR) is seeking information on how an interested contractor could provide advisory and assistance (A&AS) services in support of the CTR mission.

The DTRA mission is to prevent weapons of mass destruction (WMD), related materials, and expertise, and associated delivery systems from reaching any state or non-state actor that may develop or use WMD against the United States and/or its allies.

DTRA’s CTR Program mission is to dismantle and destroy WMD and any related systems or materials. When elimination is not possible, the Program will provide support to consolidate, secure, and account for the materials or items. If the Program cannot fully eliminate or secure at the source, it works with partner countries to detect and prevent WMD-related trafficking, and enhance disease detection and surveillance.

1.2THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The purpose of this RFI is to gain information on current industry practices that would meet DTRA’s requirements, ascertain the level of interest in this requirement, assess market conditions, and supplement market research for this requirement. This RFI is issued solely for information and planning purposes – it does not constitute a solicitation for proposals, proposal abstracts, or quotations nor does the Government promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, DTRA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued.
2.0BACKGROUND

DTRA seeks to identify interested and qualified sources capable of establishing and managing a robust pool of A&AS professionals who can successfully assist the Government in executing CTR’s mission. The Government has attached a Draft Statement of Objectives (SOO) to this RFI to convey anticipated requirements. In summary, under the A&AS program, potential sources either alone or with appropriate teaming partners are expected to provide support in the following areas:

· Subject Matter Experts (SMEs) to provide support for the DoD acquisition process to include acquisition planning and development of documents such as Contract Data Requirements Lists (CDRL), and other contract-related items

· SMEs in nuclear, chemical and biological weapons systems, including materials transportation, custody, control, secure storage and demilitarization

· SMEs in strategic nuclear weapons delivery systems (ICBM's, heavy bombers and ballistic missile submarines) dismantlement and infrastructure elimination

· SMEs in safety, construction, civil, mechanical, chemical, biological, industrial, electrical, and nuclear engineering

· SMEs to support cost estimating; technical and cost evaluation of proposals; and technical review of contract deliverables

· Preparation of documents such as strategic plans, budgets, reports, briefings, presentations, histories, public relations articles and official cables

· Congressional reporting support

· Travel, passport, and meetings support

· Information systems networking and database management support

· Operational logistics support DTRA’s current A&AS contract was competed under GSA OASIS Pool 1 and awarded via contract GS00Q14OADU143 / HDTRA121F0033 to Noblis, Inc. DTRA intends to leverage lessons learned and best practices drawn from previous efforts, looking for innovative approaches to both management and execution of A&AS activities.

The current A&AS contract includes approximately 220 FTE/resources which are aligned functionally to the CTR mission. CTR is currently in the process of restructuring its organization from a functional to a regional approach, such that the number and allocation of A&AS FTEs/resources will likely change between the current and future A&AS contracts.

2.1PLANNED ACQUISITION DETAILS: A draft requirements document, SOO, has been posted as an attachment to this RFI. The Government requests industry review the draft requirements document and provide comments/feedback using the matrix at the end of this RFI as part of their RFI response.
2.2PERFORMANCE:
2.2.1PERIOD OF PERFORMANCE (POP): The period of performance is estimated to consist of a two-year base period plus three single-year option periods for a total period of up to five years. The projected start date for the contract is early CY 2026.
2.2.2LOCATION(S):

The primary place of performance is DTRA Headquarters on Fort Belvoir, VA.

There will be a requirement for the contractor to provide a facility with conference space available for CTR to utilize for meetings, all hands, etc. The facility will be required to be within the proximity of Fort Belvoir and be capable of facilitating classified meetings up to the Secret level. However, exact details on the proximity requirement are still TBD and will be updated to all interested parties at a later date. The Government does not anticipate needing SCIF-space at the contractor facility.

For informational purposes only, the current A&AS facility has approximately 10 conference rooms/breakout rooms plus a room for classified meetings up to the Secret level. Current facility conference room capacity details are as follows: 150 people (1 room), 24 people (2 rooms), 15 people (cleared to Secret) (1 room), 14 people (3 rooms), 10 people (1 room), and <10 people (2 rooms).

Per the draft SOO, the A&AS contractor's facility will be expected to enable a minimum of six (6) multiple concurrent local meetings and conferences by providing facilities to include rooms, projection equipment, sound system, and video-teleconference systems. A main conference room should be capable of accommodating 150 personnel. Two (2) additional conference rooms should be capable of accommodating up to 30 personnel individually. Furthermore, this facility shall provide the capability to conduct SECRET classified local meetings and conferences through at least one conference room with space for up to 15 personnel, for classified discussions and meetings, with capability for proper handling and storage of SECRET classified material.

There will also be an opportunity for some positions to be remote/telework capable; however, these individual(s) shall be prepared to travel to DTRA Headquarters and/or other locations CONUS and OCONUS.

2.2.3TRAVEL: A&AS personnel will be expected to travel regularly CONUS and OCONUS to locations across multiple geographic areas (Europe, Africa, Middle East, Southeast Asia, etc.). DTRA anticipates providing a plug number for travel in the resultant solicitation; however, historically travel has averaged between $2M-$4M annually.
2.3CONSTRAINTS AND LIMITATIONS: The following are anticipated to apply to this acquisition: As this acquisition progresses, a Bidder’s Library will be established which will contain relevant documents as they are finalized and approved.
2.4SECURITY REQUIREMENTS: The contractor is expected to provide cleared personnel, ranging from Secret to TS/SCI. As mentioned in Section 2.2, the contractor’s facility is expected to have a Secret Facility Clearance; however, final security requirements will be defined at a later date.
2.5ORGANIZATIONAL CONFLICT OF INTEREST: This acquisition is for commercial items. It has been determined that performers who provide A&AS services to CTR are prohibited from performing any other work for CTR to avoid an inherent conflict of interest. Further details are provided below.

Responses must only contain UNCLASSIFIED information and be marked “UNCLASSIFIED” on all pages in both the header and footer. No classified information may be included in your response.

Neither proprietary or classified concepts, nor classified information should be included in the submittal. Input on the information contained in the responses may be solicited and reviewed by DTRA non-Government consultants or experts who are bound by appropriate non-disclosure agreements.

3.3 CAPABILITIES TO BE DISCUSSED IN RFI RESPONSE

The following is where the responder shall describe their capabilities to meet the proposed acquisition set forth in Section 2 of this RFI including the draft requirements document to be posted.

3.3.1Government requirements needed to support the RFI:
3.3.1.1Requirement capabilities that the responder currently possesses. Responses should include the relevant information regarding specific skills, experience, and security clearances that its employees, by labor category, currently possess in performing these services, and any needed hardware or software.

3.3.5Notional schedule and type of plan for transition-in and transition-out (based on previous or similar work efforts).
3.3.6Security capabilities and plans that demonstrate the ability to meet DTRA’s security requirements beginning at contract award and throughout the POP.
3.3.7Extent to which the responder is aware of any potential OCI issues in accordance with FAR Part 9.5 or any non-mitigatable OCI. The CTR Program has implemented an OCI avoidance strategy that stipulates Operations Support contractors cannot also be Mission Execution contractors. These two groups of contractors are identified below:

Classification Group A: Operations Support Operations Support consists of A&AS, logistics, and language services. Contracts include CTR A&AS, Threat Reduction Logistics Services (TRLS), and logistics advisory services.

Classification Group B: Mission Execution Mission Execution consists of all other contracts that the CTR Program requires to accomplish its threat reduction mission overseas with partner nations. Mission Execution is implemented through vehicles including Cooperative Threat Reduction Integrating Contracts (CTRIC), Direct Contracts, Grants, 8A Providers, and Science and Technical Engagement Partnership Program (STEP) contract.

As part of the strict OCI avoidance strategy, a contractor can perform on multiple contracts in Group B, but that contractor cannot perform on any contracts in Group A. Conversely, a contractor can perform on multiple contracts in Group A, but cannot perform on any contracts in Group B.

Since this A&AS requirement falls under Classification Group A, an A&AS contractor and its subcontractors cannot also perform on any contract in Classification Group B during the A&AS contract period of performance.

3.4 RECOMMENDATIONS

The responder is invited to provide information and recommendations for fashioning this proposed acquisition. Recommendation areas may include the type of contract, anticipated contract terms and conditions, incentives, variations in delivery schedule, price and/or cost proposal support, and data requirements, contract pricing, and any other areas that the responder believes is relevant for the Government to achieve its stated objectives. The responder may opine regarding what portion of the work could be set-aside for small businesses if all the required work cannot be provided by a small business. Details to support any recommendations for partial small business set-asides should be included.
