This Request for Information (RFI) is being published for purposes of market research (FAR Part 10) to determine the level of industry interest and identify potential sources capable of providing various doors and supplemental materials. Formal proposals from industry are not being requested or accepted at this time.

Information received from this RFI notification will be used to ascertain potential market capability and determine the acquisition strategy (ex. Full and open/small business set‐aside, etc.). The Government’s intent is to release a Request for Proposal (RFP), which will be posted on the beta.sam.gov website after finalization of the acquisition strategy. The Government’s intent is to award a five (5) year contract issuing Firm Fixed Price (FFP) Delivery Orders. The estimated Not to Exceed value of the contract will be

$10 million. Note that the aforementioned is subject to change upon final RFP release.

There is no solicitation at this time. This RFI does not constitute a RFP; submission of any information in response to this RFI is purely voluntary; the Government assumes no financial responsibility for any costs incurred; and it shall not be construed as any commitment by the Government to execute this requirement.

The excel file showcases a draft example listing of material that is anticipated to be ordered during the five (5) years at various times during each year. The material will be delivered to multiple locations throughout the United States and will be stated at the Delivery Order level. The current draft Product

Description provides example locations. It is anticipated that the majority of the delivery locations will be listed in the formal RFP Product Description to provide more definitive locations for pricing purposes.

Note that, at this time, the Government anticipates including a provision that would allow the ability to negotiate other locations not identified in the basic award throughout the performance of the contract.

Pricing Information – It is anticipated that pricing will be requested for each item, for each

Region/Location indicated on the Exhibit Line Item Number (ELIN) listing. The Unit Cost will be inclusive of delivery of that item within that Region. This will provide a completely pre‐priced ordering vehicle.

Note: The ELIN spreadsheet will be updated for the formal RFP and contain pricing for Years 1, 2, 3, 4, and 5 that will need to be completed.

The Product Description and ELIN listing are drafts. The ELIN listing and Product Description are not identical as the ELIN listing contains a more comprehensive draft example listing of material. These documents will match when the RFP is released. The purpose of these draft documents is to provide a notional idea of the documentation such that you can provide feedback as requested herein.

Respondents are encouraged to utilize the draft Product Description and ELIN listing as a vehicle to provide comments/suggestions. The Government reserves the right to incorporate any or none of the input received.

In addition to any recommended updates in the draft Product Description and ELIN Listing, please review the following questions and provide a response:

1. Is the material defined clearly and accurately on the ELIN listing?

2. Is the material defined clearly and accurately on the Product Description?

3. Is the breakout of unit cost per item by Region a good approach? If no, please provide a recommended alternative.

4. Is it possible/feasible to provide a unit cost that includes the cost of delivery?

4a. If so, do you feel that this approach will make the ordering process easier and more simplistic for both customer and contractor?

5. Is there an advantage to not including the cost of delivery within the unit cost and having it as a separate cost that is negotiated at time of order?

5a. If so, how would you determine the most cost effective shipping rate for each order and what documentation would you be able to provide to support that?

6. What is your standard delivery time for items? Are there any long‐lead time items identified on the list? If so, what is the delivery time for those items?

7. Is there information missing that you would need to have in order to submit a proposal?

8. Would you be able to provide all of the material listed on the draft ELIN listing? If no, what percentage of items are you able to provide? Are there certain categories?

9. Would you submit a proposal on this requirement? If so, please provide your company name, CAGE, full Point of Contact information, and business status (SB, Large Corp, etc..) under NAICS

444110 Home Centers.

10. Provide information on whether your company has performed this type of effort or similar type of effort (to include size and complexity) for both Government and non‐Government for commercial material. If so, provide examples and a brief description of your direct support of the effort.

The Government will evaluate responses to this RFI to ascertain potential market capability. Solely expressing interest will not be considered as evidence of business capabilities.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government is not obligated to notify respondents of the results of this announcement and it reserves the right to reject, in whole or in part, any private sector input as a result of this announcement.

Submission Instructions: Interested parties who consider themselves qualified to fulfill the above‐listed requirement are invited to submit a response to this RFI Notice as identified herein no later than 08 February 2021 05:00 PM PST via e‐mail to Holly Deignan at holly.l.deignan.civ@socom.mil.

We appreciate you taking the time to review this RFI and provide feedback.
