Automated Mapping Capability

Automated Mapping Capability

REQUEST FOR INFORMATION

Program Office: SFG Office of Geography

1.0 DESCRIPTION & PURPOSE

1.1The National Geospatial-Intelligence Agency (NGA), in support of the Source Directorate Production Division is seeking information on acquiring an automated service for producing maps/charts that meet product specifications and/or custom mapping and charting products. These products should meet NGAs requirements for safety, usability, readability and accessibility. These maps/charts shall be produced from a variety of data sources.
1.2The purposes of this Request for Information (RFI) are to identify vendors capable of satisfying NGA’s requirements and assess potential solutions to this automated mapping capability.
1.3THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
2.0BACKGROUND

NGA has a mission-critical need for a flexible capability that can create multi-scaled standard map products with the ability to transition and be flexible to include other data sources. The automated map output will have to meet today’s standards and evolve into utilizing future data sources and schemas.

2.0.1 On day one, the capability shall support, at a minimum: 1:25K, 1:50K, and 1:100K TMs and MTMs; 1:250K JOGs according to DPS or current product specifications/guidance/SIG/project specific guidance, etc. as provided by the government.

2.0.2 The future capability shall include: 1:250K EVCs; 1:500K TPCs; JNCs; GNCs; ONCs; LPM (or similar hybrid topo/hydro product), and ICM/DICM according to DPS or current product specifications/guidance/SIG/project specific guidance, etc. as provided by the government.

2.0.3 The future capability shall include: Custom mapping and charting products that have not yet been defined by the government.

2.0.4 One of the outputs of the capability must be editable and interoperable with market leading GIS software, for purposes of interoperability.

2.0.5 As a capability supporting a data centric office, the capability must be able to ingest data from many different end points to include but not limited to:

· Authoritative NGA topo feature data stores

· Data sets available via IC portal

· User generated &/or non-traditional data sets

· Capability must be able to ingest WFS and/or user generated data on a personal workstation

· ACES (VOs and Airfields)

· GRID/Elevation

· NOME/GEMINI

· Maritime

2.0.6 The current capability shall have a robust methodology and application of data thinning and generalization (thin & gen), in some cases without a clear scale trigger/attribution to determine scale.

2.0.7 The capability shall continue to decrease the computational time to produce the various output formats of generated maps and charts. The goal is to achieve any automated map/chart product at a comparable time, for any scale. Outputs should be complete within a single business day at the most, but as quick as an hour or less is optimal.

2.0.8 The current and future capability shall require ongoing collaboration, support and integration with NGA defined business and academia partners. One of the purposes for this particular interaction will be to integrate innovative scripting and programming languages to develop and enhance additional automated mapping capabilities.

The current and future capability must have the flexibility to incorporate a wide variety of common market leading programming and scripting languages into the current baseline for improvements/enhancements and geospatial tools, products &/or services.

2.0.9 Future capability shall have the ability to reach disconnected or disadvantaged users at a wide variety of locations around the world.
