| Assumptions to include within your Mission Lump Sum Price: In accordance with (IAW) FAR 52.216-18(b), all task orders are subject to the terms and conditions of the Indefinite Delivery Indefinite Quantity (IDIQ) contract, including all FAR, DFARS, and TRANSFARS clauses incorporated therein. The Contractor is expected to provide all labor, equipment, supervision, and services necessary to support the movement of cargo IAW the Performance Work Statement (PWS), Mission Details, Unit Deployment List (UDL), and Schedule of Rates (SOR) provided herein. The Mission Lump Sum Price shall also include the total of the MISSION PRICE (VESSEL OPERATIONS #1 & #2) plus TOTAL "Additional Services" identified on the "Pricing" tab for the duration of the mission. The Mission Lump Sum Price shall account for the potential of deadlined/inoperable vehicles. The contractor will be required to provide written justification, including any substantiating documents, when requesting a price increase due to a change in UDL. | |

| GENERAL CARGO DESCRIPTION: | |
| Cargo Mix: XXX pcs; (X - Import) and (X - Export) | |
| MISSION: Contractor will perform: reception and disposition of imported and exported military vehicles, trailers, containerized, breakbulk and general cargo by vessel, commercial line haul trucks. Requirements include staging cargo, prep cargo (securing, nesting, secondary loads, reduced foot print), intra-port transfer, cargo segregation by provided staging and pre-stow planning, staging/yard management (call forward and cargo consolidation) all documentation, and facility support. |
DATES: (subject to change) XX Month Year - XX Month Year; contractor lead time (complete port set-up) Vessel #1 (import) discharge operation window XX Month Year - XX Month Year Vessel #2 (export) load operation window XX Month Year - XX Month Year OPERATING HOURS (subject to change): 0700-1900 Weekdays, Weekends, and/or Holidays or as directed by SDDC (24 hour ops will be required during vessel ops) PORT CLEARANCE: vessel #1 (XX Month Year - XX Month Year) departing via Commercial Line Haul (CLH) truck (XXX pieces) PORT RECEPTION: vessel #2 (XX Month Year - XX Month Year) arriving via Commercial Line Haul (CLH) truck (XXX pieces) (cargo shall be segregated as received and further segregated per provided stow plan)
CONTRACTOR RESPONSIBILITIES (ALL INFORMATION IN THIS BLOCK WILL BE TAILORED TO SPECIFIC MISSION):
-Reception and Disposition cargo, load (vessel #2) and discharge (vessel #1), & R&D for CLH, stage/manage cargo for vessels, CLH and port operations.
-Consolidate, prep, and nest cargo for onward movement (vessel #2) & (port clearance) per USG staging/Pre-stow plans.
-Provide tow bars and tow vehicles/trailers capable of towing inoperable (wheeled & tracked) vehicles (per PWS requirement) for vessels (#1&2) discharge/load CLH through port reception to completion of port clearance.
-Provide contact maintenance personnel/vehicles/tools for jump starting vehicles, airing braking systems, and caging brakes.
-Provide heavy lift (up to 150,000 lbs) and the ability to provide ramps (70 ton capacity) duration of mission.
-Provide heavy lift transportation in and around staging area.
-Weighing containers as needed (verify /certify container weights SOLAS).
-Lashing and unlashing all cargo (except helicopters) onboard vessels #1 and #2.
-Monitor safety and environmental spills.
-Provide port cleanup and port closure (The contractor is responsible for returning the port in the same way they found it or better — all cargo moved from port, container offices and latrines dismantled etc.)
-Provide mechanical broom vacuuming/cleaning ie; vacuum truck.
**PSA will tow/discharge/load/lash/unlash and support all aircraft both export and import** ANTICIPATED NEEDS (ALL INFORMATION IN THIS BLOCK WILL BE TAILORED TO SPECIFIC MISSION):
Staging space of 40,000 contiguous SqMt will be needed in order to receive cargo for vessel #1 and vessel #2, specific details will be discussed in planning meetings (USG will provide pre-stow & staging plans). Contractor shall set-up staging yards, maintain cargo consolidation, clearing/cleaning, and prep (see PWS details). Contractor shall ensure staged cargo is kept sterile (IAW US Ag standards) for vessel load all cargo not meeting agricultural standards shall be rinsed prior to being loaded on the vessel.

| In accordance with (IAW) PWS Appendix D, award will be made to the technically acceptable contractor with the lowest Mission Lump Sum Price considered fair and reasonable IAW FAR 15.404-1(b)(2). Proposals are due Not Later Than (NLT) XX Month Year at XX:00 XM Central Time and shall be sent to firstname.lastname.civ@mail.mil. Inquiries will be answered in writing provided they are received no later than XX Month Year at XX:00 XM Central Time. The Government intends to award without exchanges; however, the Contracting Officer may inquire at any time about any RFTOP proposal if additional information or a revised proposal is required. The Contracting Officer may inquire about all, none, or as many proposals as needed; however, the Contracting Officer shall treat all offerors fairly and impartially, IAW FAR 1.102-2(c)(3). |
