Attachment 2 – Market Research Survey

MARKET RESEARCH SURVEY

Port Operations & Related Transportation Services (PORTS)

1. What is your experience in providing Stevedoring and Related Terminal Services (S&RTS) equal to those outlined in the PWS (Attachment 3), including all management, labor, tools, equipment, supplies, materials, and other necessary services?

2. Indicate with an “x” marking all CCMD AORs you currently service or are capable of servicing as a prime contractor (with or without subcontracting arrangements)? (Reference CCMD Map (Attachment 4)).

Additionally, in the space provided, please identify any limitations which may affect your ability to service all ports within a given CCMD, excluding United States Northern Command (USNORTHCOM).

NOTE: This effort is anticipated to negate the need for certain follow-on contracts in EUCOM, CENTCOM, SOUTHCOM, INDOPACOM, and AFRICOM. Companies performing under current USTRANSCOM S&RTS contracts in these CCMDs are highly encouraged to participate in the new PORTS effort and respond to this RFI.

3. What areas within the PWS (Attachment 3) are inconsistent with commercial best practices?

4. PORTS is anticipated to be a Multiple Award IDIQ contract wherein stevedoring services for a mission(s) at a specific location/port will be requested through individually competed Request for Task Order Proposals (RFTOP). Attachment 5 is a Sample RFTOP format the Government is considering. What additional information would you need or like to see, which isn’t already included on the Sample RFTOP?

5. The Sample RFTOP (Attachment 5) outlines a Mission Lump Sum price concept. The Government would be interested if this methodology is consistent with commercial best practices.

6. The Government is also interested in learning alternative pricing methods which you believe may work better to support the Government’s requirement, as identified in the PWS?
