About this file

This is a Request for Information (RFI) Statement of Work (SOW) for a Cheminformatics Software Solution for the United States Patent and Trademark Office (USPTO). The requirement is to procure a software solution for 251 patent examiners and business employees that provides advanced chemical data processing capabilities, including structure drawing, chemical name-to-structure conversion, batch conversion, multiple name format recognition, integration with chemical search tools, and property calculations. Key software features include SMILES/InChI import/export, Markush group enumeration, and chemical property calculations.

The contract has a base performance period from 8/11/2025 to 8/10/2026, with four potential option periods extending through 8/10/2030. The software must run on Microsoft Windows environments, be compatible with USPTO workstation baselines, and if cloud-based, must be FedRAMP authorized. Performance will be primarily remote with some on-site work at USPTO headquarters in Alexandria, VA. The solution aims to support the USPTO's mission of fostering innovation by providing patent examiners with sophisticated tools to efficiently process and analyze chemical compound data during patent examination.

United States Patent and Trademark Office

1. Requirement Title: Cheminformatics Software Solution

2. Background

2.1. Mission. The mission of the United States Patent and Trademark Office (USPTO) is to foster innovation, competitiveness and economic growth, domestically and abroad, by providing high quality and timely examination of patent and trademark applications, guiding domestic and international intellectual property (IP) policy.

2.2. The Office of the Chief Information Officer (OCIO). The Chief Information Officer (CIO) is the principal advisor to the Undersecretary of Commerce for intellectual property and director of the United States Patent and Trademark Office on the application and transformation of information technology (IT) for the USPTO’s business. The organization leads IT strategy and management in support of the agency’s mission, including big data, cybersecurity, cloud computing, and emerging technology.

2.3. Business Product Delivery Office (BPDO). The BPDO is a product-centric, DevSecOps organization that delivers business value to customers via software, from initial design to the deployment and ongoing operation.

2.4. Patent Product Delivery Division (PPDD). The PPDD is a product-centric DevSecOps organization that delivers business value to Patents customers via software, from initial design to the deployment and ongoing operation.

2.4.1. Patent Product Delivery Branch 3 (PPDB3). The PPDB3 provides end-to-end business product delivery (i.e., Development, Security, and Operations), including product management, in support of the Patent Exam Center (PEC) product of the Patent Product Line (PPL).

2.5. Cheminformatics software. Cheminformatics software are digital tools that use chemistry, computer science, and information science to organize, process, and present chemical data, supporting tasks like managing chemical data, developing models for studying chemical data, and facilitating drug design and development. Cheminformatics software leverages computational methods and data analysis techniques to analyze and interpret chemical data, enabling researchers to extract meaningful insights from vast amounts of chemical information.

2.6. Chemical Software at USPTO. USPTO currently use Cheminformatics software suite of personal productivity tools for the Electronic Chemical Drawing System (ECDS) to enable Patent Business employees the ability to capture, store, retrieve and share data and information on chemical compounds, reactions, materials and their properties. Chemical software helps Patent Business employees to efficiently keep track of their work, visualize and gain a deeper understanding of their results and correlate biological activity with chemical structures.

The USPTO require acquisition of a cheminformatics software solution to meet the USPTO requirement to process and grant patents.

3. Purpose The purpose of this requirement is to secure cheminformatics software solution that satisfies USPTO requirements to align with the USPTO mission.

3.1. Requirements

3.1.1. Provide cheminformatics software solution for two hundred and fifty-one (251) patent examiners and Patent Business employees to efficiently keep track of their work, visualize and gain a deeper understanding of their results and correlate biological activity with chemical structures.

3.1.2. Cheminformatics software solution shall include at a minimum, the following features:

3.1.2.1. Structure drawing functionality

- to include templates for common ring systems

3.1.2.2. Ability to convert chemical name to chemical structure (and vice versa)

3.1.2.3. Batch conversion of a large list of chemical names to chemical structures. Patent claims often list hundreds of chemical compound names with no structures. This feature makes it possible to easily convert each name to chemical structure.

· Minimum 100 names at a time

3.1.2.4. Multiple name formats – recognize multiple name formats including IUPAC, CAS names, common names and general systematic names.

3.1.2.5. Add on to connect/integrate with other chemical search tools (e.g SciFinder, PubChem….).,

3.1.2.6. SMILES/InChI import and export (Simplified Molecular Input Line Entry System), InChI (International Chemical Identifier)

3.1.2.7. Markush group enumeration

3.1.2.8. Chemical and physical property calculations

3.1.3. Maintenance and support to include correction of programming errors, bugs, defects and issues, as well as support for upgrades.

4. Scope

4.1. Cheminformatics Software Solution delivery, initial installation and configuration support The Contractor shall provide initial installation and configuration support as needed to ensure smooth software transition and set up. Pertinent tasks include installation instructions, minimum system requirements, on-call and knowledge base support, and configuration support instructions.
