Sources Sought Synopsis (SSS)

T-38 Avionics Sustainment Support Program

This announcement constitutes a Sources Sought Synopsis (SSS), no solicitation exists; therefore, do not request a copy of the solicitation. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the US Government to form a binding contract.

Companies that respond will not be paid for the information submitted. The US Government (USG) is hereby soliciting capability statements from interested sources for the T-38 Avionics Sustainment Support Program

1. Purpose The T-38 PO, Hill AFB, is anticipating awarding a contract for sustaining engineering and Contractor Logistics Support (CLS) efforts for the T-38 Avionics. The CLS efforts Period of Performance (PoP) will begin approximately 01 January 2026 with a five (5) year Basic contract award along with one (1) five (5) year Option for a total of ten (10) years.

This RFI is intended to provide the Air Force with an understanding of the technology and resources available within industry to support this effort. The scope of effort covers 442 T-38C aircraft, 57 T-38A/B AFI4700 RoadRunner displays, and associated ground support equipment.

The complete T-38C Avionics System consists of approximately 60 Non-Developmental Items (NDI) and commercial Line Replaceable Units (LRU) (note: the equipment that comprises the T- 38C Avionics Suite may not be in the DoD supply system). The contract is anticipated to be a primarily Firm-Fixed Price (FFP), performance-based contract.

Current COMBS Operating Locations:

Randolph AFB, TX Sheppard AFB, TX Laughlin AFB, TX Vance AFB, OK Columbus AFB, MS

Off-Site Locations supported by COMB facilities:

Edwards AFB, CA Holloman AFB, NM Patuxent River NAS, MD

2. Scope of Task:

CLS EFFORT

Requirements consist of Contractor Operated and Maintained Base Supply (COMBS) facilities located at 5 AETC Bases that also support 3 off-site locations. Support includes contractor supplied LRUs/components to support the T-38C mission. The contractor will also provide software and hardware sustaining engineering support. The effort will include:

• T-38C Operational Flight Plan (OFP) software development and support aka “Block Updates”

• T-38C Joint Mission Planning System (JMPS) software development and support

• Pilot Ground Station Software (GSS) development and support (Pilot training aids, mission debrief and flight data capture)

• Hardware Class 1 and Class 2 changes as required

• T-38C flight test support

• T-38C Pilot training courseware development and support

• Diminishing Manufacturing Sources and Material Shortages (DMSMS) support for the period of performance and strategies to ensure supportability beyond the contract PoP

• Aircraft Training Devices (ATD) software and hardware support

The government retains unlimited rights to the above software components and shall provide as Government Furnished Information/Equipment (GFE).

The government provides a Systems Integration Laboratory, Operational Flight Trainer (OFT) and Unit Training Device (UTD) as GFE for development and sustainment efforts.

Attached Government Furnished Equipment (GFE) list outlines the current GFE equipment that comprises the current T-38C avionics system CLS contract.

AIRCREW TRAINING DEVICE (ATD) SUPPORT

The ATD sustaining engineering support shall encompass software changes and/or upgrades (and any coinciding hardware changes/upgrades, as applicable). ATD support shall include maintenance of configuration, specification and performance data with the exception of the visual system.

PILOT TRAINING COURSEWARE SUPPORT

Provide T-38C Subject Matter Expert (SME)/Courseware Developer support on the government work-site, currently AETC/A3FO, Randolph AFB, TX. Produce, update, revise, and maintain T-38C courseware in support of the Student Undergraduate Pilot Training (UPT), Pilot Instructor Training (PIT), and Introduction to fighter Fundamentals (IFF) pilot training programs/syllabi.

INFORMATION/FORMAT: Interested sources are requested to provide information on current services in supporting the T-38 weapon system, or relevant history and evidence of past performance/capability. Interested sources are requested to define their role as vendor or prime contractor. Please answer the following questions:

a. Company name and associated CAGE code

b. Point of contact name and phone number

c. Business status (8(a), Small, HUBZone, Woman-owned, etc.)

d. A Company overview which highlights the vendor’s experience with the efforts being proposed.

e. DMSMS experience and historical examples of DMS support.

f. Ability to develop, test, produce and integrate replacement components for emerging requirements.

g. Provide evidence of previous experience with aircraft and ATD software block upgrades.

h. Large fleet CLS/Supply Chain experience support of over 300 aircraft.

i. Experience with DoD Risk Management Framework, Cyber Security and Platform IT.

3. SSS REQUIREMENTS: Please submit an electronic copy of your response to the SSS to the contacts listed below. If your response includes information you consider proprietary, please mark the information in accordance with regulatory guidance.

T-38 Program Office intends to conduct a virtual Industry Day 29 Feb 2024 in support of this effort. Please provide contact information if you wish to participate. Detailed information will be provided by separate email.
