About this file

This document is a Request for Information (RFI) from the General Services Administration (GSA), Federal Acquisition Service, regarding the City Pair Program's annual Request for Proposal (RFP).

The RFI is seeking information from commercial airline carriers to understand their capacity to provide schedule data, such as daily flights and service, in order to improve the accuracy, relevancy, and timeliness of the airline schedules used in the City Pair Program RFP. GSA is requesting that by October 15, 2024, carriers provide a spreadsheet or delimited text file containing specific flight information for the schedule week of April 27, 2025 to May 3, 2025 for a list of domestic city pairs that GSA is considering soliciting for FY26. The RFI provides definitions and restrictions related to the flight data requested. Responses to this RFI will not result in a contract award, but will be used by GSA to potentially develop a more effective and efficient process for gathering airline schedule information for the City Pair Program RFP.

SECTION I - PURPOSE

The General Services Administration (GSA), Federal Acquisition Services (FAS), Office of

Travel, Transportation and Logistics (TTL),City Pair Program (CPP) is requesting information to understand the capacity of commercial airline carriers to provide their schedule data, such as daily flights and service, in order to be provided the most relevant, current, and accurate airline schedules to improve upon the City Pair Program’s annual Request for

Proposal (RFP).

SECTION II - BACKGROUND

Currently, the City Pair Program (CPP) Program Management office has to convert and synthesize the 3rd party schedule data for the last week in April (April 27, 2025-May 3, 2025) into usable information, so it can determine the following three designated elements for each market:

1. # OF FLIGHTS: What is the minimum # of daily flights needed to both service Government travelers and create offer competition?

2. GROUP 1, 2, or 3: Is the service in the market not “like to like” (i.e. nonstop carriers vs connect carriers) whereby technical points should be considered along with the price amongst all carriers meeting a minimum technical threshold?

3. NONSTOP/CONNECT/EXTENDED/DOUBLE CONNECT MINIMUM SERVICE:

Are there multiple nonstops that meet minimum requirements and could potentially compete in the market? If so, CPP can designate the market as a “nonstop minimum” market, whereby connection flights are not considered in the technical scoring. Conversely, should this be a market where CPP needs to extend the connection time minimum or allow double connections to compete in order to create competition as some markets are not served by a nonstop or single connect option.

SECTION III - INFORMATION REQUESTED

CPP is requesting information to understand if a carrier can produce a spreadsheet file to allow GSA to compare the accuracy, relevancy, and speed of transformation to the existing process and see if a more effective and efficient process would be beneficial to develop the market requirements released in the RFP. By October 15, 2024, for any city pair in the attached spreadsheet, the Government would like to receive a delimited text file (comma-separated values) or spreadsheet (whichever is easier) containing the fields outlined in below.
