About this file

This document is a set of Questions and Answers related to a Request for Information (RFI) for the General Services Administration's (GSA) City Pair Program (CPP) for Fiscal Year 2026 scheduled air passenger transportation services.

The RFI is seeking domestic flight schedule information from commercial airline carriers for the week of April 27, 2025 to May 3, 2025. Carriers are requested to provide a spreadsheet with details on the number of weekly nonstop and single-connect flights in each direction for the specified date range. The purpose of the RFI is to gather data to improve the annual City Pair Program Request for Proposal process. An excel spreadsheet containing the list of domestic city pairs the government is considering soliciting for FY26 has been provided. The responses to the RFI are due by October 15, 2024.

General Services Administration City Pair Program

FY26 Requirement for Scheduled Air Passenger Transportation Services

Request For Information (RFI)

Solicitation No. 47QMCB25R0003

Vendor Question Government Response

Can you please advise whether the Request for Information (RFI) is for Domestic line items only or Domestic and International? The excel file provided (RFI At-tachment) has 5,212 International (I) pairs in Column B. In the section titled, Business Information Requested, the RFI states “below, is a link to a list of Do-mestic (US/PR/VI to US/PR/VI) city pairs” and during the 1:1 vendor meetings it was conveyed the RFI was going to be Domestic only.

CPP is only seeking data for domestic flights. An updated excel spreadsheet containing the list of city pairs (domestic) the Gov-ernment is considering soliciting for FY26 was posted in

SAM.Gov.

The RFI is seeking schedule information for the week April 27, 2025 – May 3, 2025. Would it be possible to use May 4-10 or April 6-12 instead of the last week in April?

The purpose of the RFI is to gather information about capabili-ties, so using either of those two alternative date ranges is ac-ceptable

Can you please confirm the data output aligns with the RFI request (example provided below)? In this illustration the (2) in both # of Weekly Inbound/Out-bound Nonstop flights columns would represent the carrier has 2 non-stops in both directions, Monday-Friday (Weekly) during the time requested, 28 APR through 02 MAY (M-F). Similarly, the (5) in the # of single connect weekly in-bound/outbound flights would represent the carrier has 5 single-connect options in both directions Monday-Friday (weekly).

Yes, this interpretation in the example provided is exactly what the RFI is seeking.
