This is a Request for Information (RFI) from the United States Postal Service Office of Inspector General (USPS OIG) seeking market research on Agentic AI and Advanced GenAI Training Support Services. The USPS OIG's Research and Insights Solution Center (RISC) aims to upskill its workforce in generative AI, moving beyond basic chat interfaces to autonomous agentic workflows and efficient "Vibe Coding" practices. Interested suppliers must submit 10-page responses by January 21, 2026, at 3 PM EDT to fafrasiabi@uspsoig.gov and contracts@uspsoig.gov, including company profiles, technical capabilities, and up to three relevant contract references.

Respondents must detail their technical capabilities for supporting AI training services, specify whether capabilities are in-house or will involve subcontracting, and provide contact information for previous similar work. The RFI is for market research only and does not guarantee a future solicitation, though companies not responding may be precluded from future competitions. Questions about the RFI must be submitted in writing to the Contracting Officer by January 14, 2026, with answers to be published on SAM.gov. All submissions must be marked "For Official Use Only, Releasable to Government Agencies for Evaluation Purposes Only" and follow specific formatting guidelines.

UDisclaimer

This is a Request for Information (RFI) and planning ONLY and does not constitute a solicitation. A response to this RFI is necessary to assist the U.S. Postal Service Office of Inspector General (USPS OIG) in determining the potential levels of interest, adequate competition, and technical capability for a potential, but not certain, future solicitation. The OIG may issue a future request for proposal (RFP) only to those

Suppliers that respond to this RFI. Companies not responding to the RFI may be precluded from participating in any future competitions related to this requirement. Additionally, the USPS OIG reserves the right to conduct a limited competition based on the responses received from this RFI, and merely responding will not guarantee an invitation to participate in the potential future RFP. The Government is not responsible for any cost incurred by industry in furnishing this information.

UOrganizational Background

The USPS OIG is an independent federal law enforcement agency providing oversight to the U.S.

Postal Service (USPS) and the Postal Regulatory Commission (PRC). Its mission is to:

• promote economy, efficiency, and effectiveness within the Postal Service and PRC, and

• inform the Postal Service Governors, Postal Service management, PRC Commissioners and

Congress of problems, deficiencies, and corresponding corrective actions.

UProject Background

The Research and Insights Solutions Center (RISC) accomplishes the OIG’s mission by providing comprehensive analytics services and research products. RISC provides advanced data analytics support to the Office of Investigations and the Office of Audit.

As the agency adopts Generative AI (GenAI) frameworks, RISC seeks to upskill its workforce. The goal is to move beyond basic chat interfaces toward autonomous agentic workflows and efficient "Vibe
