About this file
This is a Statement of Work (SOW) for the United States Postal Service (USPS) Office of Inspector General (OIG), seeking a training contract for its Research and Insights Solution Center (RISC). The SOW requires a supplier to provide comprehensive training on Agentic AI, Prompt and Context Engineering, and AI-Assisted Development (Vibe Coding) for data practitioners. The contract will be Firm Fixed Price (FFP), with training delivered in-person or virtually, capped at 20 students per class.
Key training topics include Agentic AI Frameworks (autonomous agents and multi-agent orchestration), Advanced Prompt & Context Engineering, and Vibe Coding for Developers. Deliverables include a pre-training course outline (due one week after contract award), a kick-off meeting (one month prior to training), technology environment test-run (two weeks prior), hands-on training sessions (within four months), electronic course materials, and post-training certificates and survey results. The supplier must provide a competent instructor with positive reviews, and travel to Arlington, Virginia may be authorized on a time and materials basis with pre-approval.

Research and Insights Solution Center
Statement of Work
Agentic AI and Advanced GenAI Training
1. Introduction
The United States Postal Service (USPS) Office of Inspector General (OIG) is awarding a contract to a Supplier to provide comprehensive training on Agentic AI, Prompt and Context Engineering, and AI- Assisted Development (Vibe Coding). This training is designed for the Research and Insights Solution Center (RISC) to enhance the technical proficiency of its data practitioners.
The contract type is Firm Fixed Price (FFP).
2. Background
The USPS OIG is an independent federal law enforcement agency providing oversight to the U.S.
Postal Service (USPS) and the Postal Regulatory Commission (PRC). Its mission is to:
• conduct and supervise objective and independent audits, reviews, and investigations relating to Postal Service and PRC programs and operations,
• promote economy, efficiency, and effectiveness within the Postal Service and PRC, and
• inform the Postal Service Governors, Postal Service management, PRC Commissioners and
Congress of problems, deficiencies, and corresponding corrective actions.
The USPS OIG is an independent federal law enforcement agency providing oversight to the USPS and the Postal Regulatory Commission (PRC). RISC provides advanced data analytics support to the Office of Investigations and the Office of Audit.
As the agency adopts Generative AI (GenAI) frameworks, RISC seeks to upskill its workforce. The goal is to move beyond basic chat interfaces toward autonomous agentic workflows and efficient "Vibe Coding" practices that maintain high standards of code quality and security.
3. Scope of Work
The Supplier shall provide training and materials focused on building autonomous AI agents and optimizing the developer workflow through natural language.
For each training that is ordered by the OIG, the Supplier must perform the following:
a. Pre-training course outline and hands-on coding exercises (due one week after contract award)
i. The Supplier must provide a brief course outline and lab exercise topics that are planned to be covered in the training.

ii. The Supplier may be asked to make minor modifications to class topics/exercises from the course outline. The final course outline will be attached to each order.
b. Kick-off Meeting
i. The Kick-off Meeting (due at least one month prior to the start of the training).
The Supplier must virtually meet with the OIG to discuss the upcoming scheduled training. At a minimum, the OIG Contracting Officer’s Representative (COR) and the Supplier’s point-of contact for arranging training must attend. It is optional for the Supplier’s instructor to attend. Other OIG and Supplier staff involved with training logistics or billing should also attend. At the meeting, attendees will discuss the logistics of the upcoming training to include the date, time, location, and agenda / schedule. Computer / Information Technology (IT) security and requirements for accessing the training and related course materials must be discussed.
ii. The Supplier may be asked to assist in creating or reviewing a pre-test to evaluate the then current skill level of OIG training participants.
c. Test-run the classroom technology and lab environment (due at least 2 weeks prior to the start of the training)
i. The Supplier will be asked to test-run the classroom technology and lab environment. The Supplier will address and resolve any errors arising from the test-run.
d. Conduct Group Training
i. Training will be held in-person and/or virtually, at the OIG’s discretion. If training is held in-person, additional travel costs will be incurred (see section 3f).
ii. Course materials will be provided to training participants electronically.
iii. Class size will be capped at 20 students per class. The Supplier may advise the OIG on the ideal class size, but the OIG has final discretion on the number of attendees assuming the number of participants is under the cap.
iv. The target audience are data analysts, data scientists, data specialists, researchers, managers, directors, and executives.
v. Training topics may include, but are not limited to:
1. Agentic AI Frameworks: Introduction to autonomous agents, multi-agent orchestration (e.g., LangGraph, CrewAI, or AutoGen), and tool-calling capabilities.
2. Advanced Prompt & Context Engineering: Systematic strategies for managing context windows, short-term/long-term agent memory, and Retrieval-Augmented Generation (RAG).
3. Vibe Coding for Developers: Introduction to "Vibe Coding" - the shift from writing line-by-line code to guiding AI assistants via conversational intent.
a. Positives: Accelerated prototyping, reduced boilerplate, and increased accessibility for non-traditional developers.
b. Negatives: Risks of technical debt, security vulnerabilities in AI-generated code, and the danger of over-reliance without understanding underlying logic.
c. Effectiveness: How to use GenAI frameworks to become "solution composers" rather than just syntax writers.

vi. The Supplier must provide a course completion certificate for participants who successfully complete the training.
vii. If the Supplier sends a post-class survey to participants, the Supplier must share the survey results with the OIG.
e. Key Personnel
i. The course instructor must be competent and qualified.
ii. An instructor with positive reviews is required.
f. Travel (optional)
i. Travel is authorized for this effort on a Time & Material (T&M) cost-reimbursable basis only. The Supplier must obtain written pre-approval from the RISC Operations Central Director and the OIG-COR in advance of travel dates and submit all receipts after travel is complete.
ii. In-person training will be held in Arlington, Virginia.
