About this file
This is a Request for Information (RFI) from the Air Force Life Cycle Management Center (AFLCMC) seeking contractors capable of creating an Aircraft Battle Damage Repair (ABDR) Technical Order (TO) specific to the KC-46A platform, with responses due by 3:00 PM EDT on February 20, 2025. The required TO must be based on the existing 1-1H-39 technical order and would be designated as TO 1C-46(K)A-39, providing detailed information for technicians to repair damaged aircraft to partial mission capable or ferry flight condition when away from repair facilities.
The government needs this TO by June 1, 2027, and it must be created as a PDF manual based on MIL-STD-38784 and MIL-DTL-87158 standards. The TO will include damage limitation tables, detailed descriptions of superstructure parts, and flight restrictions related to repairs. Interested contractors must submit a 10-page maximum capability package addressing their technical expertise, experience with similar aircraft, potential teaming arrangements, and ability to access existing technical orders. Contractors must also evaluate potential Organizational Conflict of Interest (OCI) issues and be registered in the System for Award Management (SAM). The effort falls under NAICS code 541990.

REQUEST FOR INFORMATION
KC-46A Aircraft Battle Damage Repair (ABDR)Technical Order
AFLCMC/WLC
A. Description
The Government in support of the KC-46A Program Office is seeking information on contractors interested in and capable of supporting its requirements for creating an Aircraft Battle Damage
Repair Technical Order (TO) specific to the KC-46 platform.
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit the
Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking quotes and will not accept unsolicited quotes. Respondents are advised that the
U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. No funds have been authorized, appropriated, or received for this effort. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.
The information provided may be used by the Air Force in developing its acquisition strategy, statement of work/statement of objectives, and/or performance-based specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Contractors/Institutions responding to this RFI are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.
B. Background
The KC-46 Aircraft provides worldwide, day and night, and adverse weather aerial refueling to receiver-capable US, allied, and coalition military aircraft, including unoccupied aircraft. The
KC-46 Tanker is a commercial derivative of the Boeing 767-2C aircraft, modified to meet unique
KC-46 Tanker requirements. The KC-46A needs services to support the creation of an ABDR technical order based off existing 1-1H-39 technical order. TO naming convention would be TO
1C-46(K)A-39 to specify the platform being repaired.
C. Scope
The Government is interested in Industry’s perspective on the possible Government requirement for services to create a platform specific ABDR TO. The Government need date for this is 1 June
2027. This TO will be used for deployed aircraft or aircraft that were accidentally damaged away from a repair facility or depot. This TO will go beyond the current FAA approved repair TO.
This TO will provide specific and detailed information to allow the technicians on the ground to repair the aircraft to a partial mission capable (PMC) or ferry flight condition to get it back to a repair facility. This information will contain ‘damage limitation tables’ for damage on all aspects of the material that make up the aircraft, a detailed description of the parts that make up the superstructure (in case the part needs to be created), and what flight restrictions the KC-46 has as a result from the repaired damage. This may require research into the components that make up the aircraft. The TO must be created in a PDF manual based on MIL-STD-38784 and MIL-DTL-
87158.
Parties interested in responding to this RFI must provide the following information and/or documentation that demonstrates and justifies the company’s technical capabilities to provide these services.
Please answer the below questions:
1. Does your company currently have the manpower, technical expertise/skill set, and capability to create an ABDR TO. Please answer either ‘Yes’ or ‘No’.
2. If the answer to Question #1 is “No,” no further action is required. Thank you for your response.
3. If the answer to Question #1 is “Yes,” has your company provided these services previously?
4. If the answer to Question #3 is “Yes,” please identify which aircraft and how you accomplished this.
5. Describe in detail, your company’s experience during the past five years with KC-46A or other Aircraft of similar form or functions.
6. What is your company’s interest in competing for this effort?
7. What timeframe would be required to provide a proposal?
8. Do you have the experience in creating manuals based on MIL-STD-38784 and MIL-DTL-
87158?
9. How long can the Government expect to wait between award and creation of the technical order?
9. What would you need from the Gov to create 1-1H-39 based ABDR TO?
10. Are you able to access existing 1-1H-39 TO or platform specific TOs for reference?
D. Organizational Conflict of Interest
Organizational Conflict of Interest (OCI), as defined and discussed in FAR 9.5, and
Organizational and Consultant Conflicts of Interest, are a concern in all acquisitions across the
Department of Defense. Early involvement with our industry partners is a key element of the
OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to contract award with minimal impact to critical acquisition schedules.
Interested vendors are requested to evaluate your potential OCI issues with regard to this requirement, and the Contractor is encouraged to identify any OCI issues, as stated in FAR 9.5, to the Contracting Officer (CO). This will assist the CO in determining if the contractor will need to submit an OCI Mitigation Plan for any solicitation that might result from this notice.

Interested parties should submit a capability package, with a cover letter, that is brief and concise, yet clearly documents the Contractor’s ability to meet the stated requirements with sufficiently qualified personnel. Provide qualification information (type and duration of employee experience relevant to the requirements), the level of involvement (prime or subcontractor), and the time periods for work on similar projects. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information that the interested party feels is relevant.

not likely, somewhat not likely, likely, somewhat likely, highly likely)
2) Address potential teaming arrangements (if likely to submit a proposal).
3) If a teaming arrangement is considered, describe the tasks the prime would perform versus tasks the subcontractor would perform.
4) Prospective Business Identification
a. Company Name
b. Address
c. Phone Number
d. E-mail
e. Point of Contact Information
f. A website address that provides additional information about the prospective business

Respondents who submit proprietary data shall clearly mark the data with appropriate markings.
Any questions should be directed to the Contract Specialist and Contracting Office. Responses to the RFI will not be returned.
Please note that all prospective contractors must be registered in the System for Award
Management (SAM) database to be awarded a Department of Defense contract. To learn more about this SAM requirement and how to register, please visit the SAM internet website at http://www.sam.gov/ or call 1-866-606-8220.
