About this file

This is a Draft Statement of Objectives (SOO) for creating an Aircraft Battle Damage Repair (ABDR) manual for the KC-46 aircraft. The document outlines requirements for developing a manual that will enable minimal repairs to battle-damaged or accidentally damaged KC-46 aircraft to return them to flyable condition or move them to repair facilities.

The SOO specifies that the manual must be created in PDF format for printed distribution, following the general format of TO 1-1H-39 and based on the KC-46's structure. Key requirements include detailed limitation tables describing maximum damage thresholds and necessary repairs, comprehensive descriptions of superstructure components for potential field fabrication or substitution, and flight restrictions for damaged aircraft. The manual must address damage assessment guidelines, technician and assessor qualifications, repair procedures, substitute materials, fire/heat damage to metallic parts, and structural categories. Unlike the OEM's existing manual which follows FAA standards, this manual should align with USAF ABDR Philosophy and enable repairs that may not meet full FAA certification criteria but will allow the aircraft to reach safety.

DRAFT STATEMENT OF OBJECTIVE

PROGRAM GOAL

The KC-46 is the first Commercial Derivative Aircraft (CDA) that has the requirement to maintain Federal Aviation Administration (FAA) and Instructions for Continued Airworthiness

(ICA) certification criteria, all while being 100% organically sustained by the United States Air

Force. The OEM created an Aircraft Battle Damage Repair (ABDR) manual and is based on

FAA standards and not what the Air Force requires based USAF ABDR Philosophy.

The KC46 SPO needs an ABDR manual that will allow for minimal repair after sustaining battle damage or accidental damage of the aircraft. This manual will help identify and provide minimal repairs to get it out of harm’s way or to a facility that can restore it to a fully mission capable status.

OBJECTIVE

The purpose of this effort is to create the ABDR manual from whatever means necessary. This manual will be created in preferably a pdf document to be printed to be able transport it to places that may not be supported by electronics. The manual should be written in the general format of the TO 1-1H-39 and be specific to the KC-46 see attachment. This manual should be based on the structure of the aircraft.

This manual should have detailed description of limitation tables describing damages up to the point of the aircraft can’t fly and the repairs to get it to a flyable condition (not FAA to standards).

This manual should have detailed descriptions of the parts that make up the superstructure in sections (in case the part needs to be created or replaced by something else)

This manual should outline flight restrictions as a result from the repaired damage.

Some items to take in consideration during this manual creation:

Damage Assessment Guidelines

Technician Qualifications

Assessor Qualifications

Repair Procedures

Substitute Materials

Fire/Heat Damage to Metallic Parts

Structural Categories
