About this file
This is a Request for Information (RFI) issued by the State of Colorado for COdata Analytical Services to support the state's newly established longitudinal data system. The RFI seeks qualified vendors to partner with researchers in producing analytic insights regarding educational programs and career pathways under state direction and oversight. The COdata ecosystem currently contains data from public K-12 and higher education enrollment, Career and Technical Education (CTE) enrollment, state-funded workforce training programs, employment information including quarterly wages, and industry codes. Current technology infrastructure includes Snowflake, Informatica, and Tableau platforms. The solicitation was published on September 25, 2026, with a written inquiry deadline of October 12, 2026, state response to inquiries due October 15, 2026, and vendor response submission deadline of October 29, 2026 at 1:30 p.m. via Bidnet Direct. This is market research only and will not result in an award; however, it will inform future solicitation planning.
Vendors must submit company overviews including organizational size, years in business, relevant experience with Colorado state agencies and other State Longitudinal Data Systems (SLDS), current capacity, and ramp-up timelines. Responses must include technical approach details such as staffing, technology stack familiarity (including Snowflake, R, Python, STATA), project management frameworks, and two to three customer references with similar scope. Pricing information submission is optional and voluntary. All responses become state property and will remain confidential until after a subsequent award is made or the state determines not to pursue further solicitation. Respondents may request confidential treatment for trade secrets or proprietary information but must clearly separate and justify such requests; however, pricing information and contract terms cannot be classified as confidential.
