The RFI seeks vendor information regarding potential analytic partnerships to support Colorado's statewide longitudinal data system (COdata), which links data across individuals' educational and labor experiences. The state intends to team with qualified researchers and vendors to produce analytic insights under state direction and oversight. The COdata ecosystem currently contains data from public K-12 enrollment, higher education enrollment, career and technical education enrollment, state-funded workforce training programs, and employment information including quarterly wages and industry codes. Current products and services include identity matching, a public-facing dashboard, annual reports, and technology infrastructure built on Snowflake, Informatica, and Tableau. The written inquiry deadline is October 12, 2026, at 1:30 p.m., with state responses to inquiries due by October 15, 2026. Vendor responses must be submitted by October 29, 2026, at 1:30 p.m. via BidNet Direct. This is market research only; no award will result from responses to this RFI.

Respondents must provide company overview information, primary research expertise, experience with state agencies and other statewide longitudinal data systems, current capacity and ramp-up timelines, staffing and subcontractor approaches, technology stack familiarity, project management frameworks, cooperative agreements, conflicts of interest statements, examples of prior work products, and 2-3 customer references with similar needs. Pricing information submission is optional and voluntary. All responses become state property and are confidential until after an award based on a subsequent solicitation or state determination not to pursue further solicitation. Respondents may request classification of portions as trade secrets or proprietary information if clearly identified and separated, with rationale and references provided, along with both redacted and unredacted versions. Responses must be submitted through the Colorado Vendor Self Service portal, and respondents are prohibited from issuing news releases or announcements regarding this solicitation without prior written state approval.
