About this file
This is a Request for Information (RFI) issued by the State of Colorado for COdata Analytical Services (RFI 2027000013, REQ 13874079). The RFI seeks information from qualified vendors regarding potential analytical partnerships to support the state's longitudinal data system, branded as COdata, which links data across individuals' educational and labor experiences. The solicitation was published on September 25, 2026, with a written inquiry deadline of October 12, 2026, state responses to inquiries due October 15, 2026, and vendor response submission deadline of October 29, 2026 at 1:30 p.m., submitted via BidnetDirect. Responses should address the company overview, including organizational size, years in business, core industries, research expertise, experience with Colorado state agencies and other state longitudinal data systems (SLDS), current capacity and ramp-up time, and degree of reliance on subcontractors. Vendors must describe their analytical approach, staffing model, familiarity with technology stacks (including Snowflake, R, Python, STATA), project management frameworks, reporting cadences, and any existing cooperative or intergovernmental agreements. The RFI emphasizes that this is market research only and no award will result from responses; however, responses will remain confidential until a subsequent solicitation award is made or the state determines it will not pursue further solicitation.
The RFI requests that vendors provide two to three customer references with similar scope and examples of prior work products, along with optional pricing information. Vendors must disclose any commercial or institutional conflicts of interest and degree of reliance on external subcontractors. The COdata ecosystem currently contains data from public K-12 enrollment, higher education enrollment, CTE enrollment, state-funded workforce training programs, and employment information including quarterly wages and industry codes. Current products include identity matching, public-facing dashboards, and annual reports, supported by technology including Snowflake, Informatica, and Tableau. The RFI explicitly excludes master data management IDs, additional direct data collection, and analytic work outside of COdata's approved research agenda. All responses become property of the state and are subject to the Colorado Open Records Act after an award decision is made. Respondents may request confidential treatment for trade secrets or proprietary information but must provide clear justification and separate redacted and unredacted versions of their responses.
