About this file
This document is a Questions and Answers Addendum issued by the Nebraska Department of Health and Human Services (DHHS) for Request for Information (RFI) Number DHHS-2026-1 regarding Familias Unidas Services, effective August 21, 2026, with an opening date of September 1, 2026. The RFI seeks vendors interested in providing the Familias Unidas evidence-based program, a 12-week parent support and family engagement intervention designed for Hispanic communities involved with the child welfare system. The program consists of 8 weeks of multifamily group sessions and individual family visits, requires facilitators with at least a bachelor's degree and Spanish language proficiency, and mandates 32 hours of facilitator training. All services must be delivered in person, including parent groups, home visits, school meetings, and supervised family activities. The pilot implementation timeline has not been established, with DHHS planning an anticipated minimum 6-month pilot period to determine feasibility before any statewide expansion decision. Vendors may propose pilot locations for consideration, though DHHS will make final site selection based on data analysis identifying elevated Hispanic family involvement in child welfare, community readiness, bilingual workforce capacity, and existing prevention infrastructure.
Compensation will be structured as a case rate covering facilitation of parent support network group sessions, individual family visits, and administrative work supporting families during non-contact periods. The vendor is responsible for all recruitment, training, ongoing technical assistance of facilitators, data collection, and performance measure reporting, with no state startup funding currently available. Referrals will be coordinated through Child and Family Services Specialists (CFSS) and the Community Pathway, with a minimum of 12 parents required to form multifamily groups; alternative services will be considered if minimum thresholds are not met. Fidelity measurement through video recordings of family sessions is required by the model purveyor. The program does not currently have an identified contract value, geographic service area, projected case volume, or implementation start date; these determinations will depend on vendor interest and DHHS scope decisions. The contract will include interpretation services as a participant support element, though transportation, childcare, meals, technology, and incentives are not currently included. Following successful pilot completion, DHHS indicated that future opportunities to add additional vendors for replication in other state locations may become available.

Question DHHS Response
1. N/A N/A While reviewing the RFI, I did not see any mention of an incumbent vendor. I was wondering if there is currently a vendor providing these services?
This is a new program; there is no current vendor providing these services.
2. N/A N/A Although this is only an RFI, is there an estimated value of a potential contract that may be awarded?
DHHS has not identified the value for this program.
3. N/A N/A Is there a projected timeline for pursuing this project beyond the RFI stage?
There is no projected timeline at this current time.
4. N/A N/A What is the expected implementation timeline for the Familias Unidas program?
When is DHHS looking at this service starting and being available for referral?
This program requires 32 hours for training. It is anticipated that there will be at least a 6 month pilot, after which, determination of statewide implementation will occur. DHHS has not established a start date for this program. That determination is dependent on vendor interest and DHHS scope of implementation.
5. N/A N/A Is the need for the service concentrated to a particular geographic area of Nebraska and, if so, what area(s)?
DHHS has not established this at this time.
6. N/A N/A What is the expected volume of cases being referred to this program by service area within a 12-month contract cycle?
That has not been determined.
7. N/A N/A Will there be DHHS funds or grant money available to assist contracted providers with startup costs for the program?
Not at this time
8. N/A N/A Will initial launch of the Familias Unidas program be piloted in one service area or will it be statewide?
See answer to question #4
9. N/A N/A How will referrals be made to the program? What information will be provided to ensure the provider has a clear understanding of concerns and goals?
Referrals can be made by a CFSS and/or through the Community Pathway. Information from the CFSS will include contact information, special conditions and goals.
10. N/A N/A What will the rate/pay structure for the service look like? What will that rate cover?
It is anticipated the rate/pay structure will be via a case rate. The case rate will cover the facilitation of parent support network group sessions and individual family visit sessions. It will also include administrative work outside of facilitation, to support families during non-contact time.
11. N/A N/A How will the two-facilitator group work in the program be reimbursed to the provider?
See answer to Question #10
12. N/A N/A With the structure of the program being 12 weeks involving 8 weeks of multifamily group sessions, will referrals be held for a cohort start date?
Yes
13. N/A N/A How will the service be provided if only one family is referred in an area?
If there is not a minimum of 12 parents for the multi family group, other services will need to be reviewed and considered for the family.
14. N/A N/A What will contractual staff requirements be for education level and experience level/type?
Facilitators will have at least a bachelor’s degree and can speak Spanish.
15. III.D. Scope of work
7 Who (the State or the Vendor) pays for the recruitment, training, and ongoing T/TA of Familias Unidas facilitators and for the data collection and performance measure reporting by facilitators?
The Vendor.
16. III.C. System Overview
7 Should vendors propose one or more potential pilot locations for Familias Unidas implementation in the RFI response or will the state tell us which community or region the pilot will be located in?
Vendors may propose and will be taken into consideration when DHHS determines the pilot site.
17. III.D. Scope of Work
7 Which components of the Familias Unidas model will be paid for by the state and is payment for start-up and implementation a reimbursement to the vendor or an upfront contract with the vendor?
See answers to questions #7 and #10.
18. III.D. Scope of Work
7 Are trained and certified facilitators paid directly by the state or will payment for their one-on-one services with participants be made by the selected vendor/s?
The facilitators will be paid via the Vendor contract, issued by the State agency DHHS.
19. III.D. Scope of Work
8 To what extent is the pilot implementation part of a research and/or evaluation project with Chapin Hall and will Participant Protections, Informed Consent, and any other conditions of Human Subjects Research be in place / be guided by Chapin Hall or the model purveyor? This question relates to the RFI fidelity description about conducting video recordings of family sessions for the model purveyor to observe, among other direct participant interactions.
Chapin Hall is not involved in implementation of Familias Unidas.
Fidelity measurement via video recordings of family sessions is required as part of the model by the purveyor.
20. Entire RFI All After the pilot is conducted by the vendor selected via this RFI process, will future opportunities to add additional vendors become available should the pilot findings warrant replication of Familias Unidas in other locations of the state?
Yes
21. II.E.1.b. 4 Where is the “Contractual Agreement Form” that must be signed manually in ink or by DocuSign and returned by the opening date and time? I see no other documents available to RFI respondents in the ShareFile link for uploading responses identified on p3 of the RFI, nor on the DAS bid opportunities website for this
RFI.
And Why would you ask a prospective vendor to sign a contractual agreement form prior to selecting the vendor?
Section II.E.1.b: The “Contractual Agreement Form” must be signed manually in ink or by DocuSign and returned by the opening date and time along with the respondent’s RFI response and any other requirements as stated in this RFI in order for the respondent’s RFI response to be evaluated.
This language is stricken from this RFI. The vendor may submit their contact information on FORM A, which is attached to the RFI.
22. III. Project Description and Scope of Work
5 Section III’s beginning statement “The respondent should provide the following information in response to this Request for Information.” yet there are no specific instructions on what to include in the response – no instructions about describing vendor qualifications, a timeline for pilot implementation activities / responsible parties / project management / data collection and reporting, etc. No request for cost or budget required to start up and implement the Familias Unidas model. No request for vendor capacity to scale the model to other locations.
Question: What information is the state requesting from prospective respondents to help the state select the best, most qualified vendor?
The State agency DHHS is seeking contact information for vendors interested in or able to provide these services.
Interested parties should complete and submit their contact information.
23. III.D, System Overview
5 How will DHHS define and measure the “propensity of Hispanic communities involved with child welfare” when selecting the pilot location, and what additional factors—such as community readiness, bilingual workforce capacity, transportation, school partnerships, and existing prevention infrastructure—will be considered?
DHHS will review its data and other available data to identify populations and locations where there is elevated Hispanic family involvement in child welfare and other systems. When selecting the pilot, DHHS will also assess for community/provider readiness, bilingual workforce, collaborations with other child system stakeholders, and current prevention infrastructure.
24. III.D, System Overview
5 Must all parent groups, home visits, school meetings, and supervised family activities be delivered in person, or does the model permit virtual or hybrid delivery when approved by the model purveyor?
Yes, they must be in person. At this time, the virtual option has not been approved by the Federal Clearinghouse.
25. III. E, Scope of Work
6 Could the contract include family-participation support such as transportation, childcare, meals, interpretation, technology, and/or incentives?
The contract will include interpretation
This addendum will be incorporated into the solicitation.
26. III.D, System Overview
5 Does the Familias Unidas model require participation by a specific parent or legal guardian, or may another consistent adult caregiver participate when the youth resides with extended family, kinship caregivers, or another caregiving adult? Will they honor a temporary delegation of parental duties?
Another consistent caregiver can participate.
