About this file

This is a Request for Information Addendum containing questions and answers for the Familias Unidas Services solicitation issued by the Nebraska Department of Health and Human Services (DHHS). The RFI seeks vendors interested in providing Familias Unidas evidence-based program services, a new initiative with no current incumbent vendor. The program involves a 12-week intervention consisting of eight weeks of multifamily group sessions and individual family visits, facilitated by staff with at least a bachelor's degree and Spanish language capability. The RFI opening date is September 1, 2026, with the addendum effective August 21, 2026. Implementation is anticipated to include a minimum six-month pilot phase following a 32-hour training requirement, after which DHHS will determine statewide expansion feasibility. The pilot location has not been established; however, vendors may propose potential locations for consideration. DHHS will prioritize areas with elevated Hispanic family involvement in child welfare and assess for community readiness, bilingual workforce capacity, and existing prevention infrastructure.

Pricing will be structured as a case rate covering facilitation of parent support network group sessions, individual family visits, and administrative work supporting families outside contact hours. DHHS has not established the contract value, projected timeline beyond the RFI stage, expected case volume, or geographic service areas at this time. No startup funding is currently available from DHHS or grant sources. All training, recruitment, ongoing technical assistance, data collection, and performance measure reporting are the vendor's responsibility. Service delivery must be provided in-person, as virtual options have not been approved by the Federal Clearinghouse. Referrals will be made by Child and Family Services Specialists (CFSS) and through the Community Pathway, with referrals held pending cohort formation requiring a minimum of twelve parents. The contract will include interpretation services for families, and another consistent caregiver may participate when youth reside with extended family or kinship caregivers. Future opportunities for additional vendors may become available following successful pilot findings.

Where is the “Contractual Agreement Form” that must be signed manually in ink or by DocuSign and returned by the opening date and time? No request for vendor capacity to scale the model to other locations.

Question: What information is the state requesting from prospective respondents to help the state select the best, most qualified vendor?

The State agency DHHS is seeking contact information for vendors interested in or able to provide these services.

Interested parties should complete and submit their contact information.
