About this file
This is an Addendum Two to a Request for Information (RFI) issued by the Nebraska Department of Health and Human Services, Division of Children and Family Services, regarding the Familias Unidas evidence-based program. The RFI, numbered 2026-1, seeks vendors interested in providing Familias Unidas services for implementation under the Family First Prevention Services Act. The program is a 12-week family-centered intervention targeting Hispanic adolescents ages 12 to 16 and their families, delivered through eight parent support network group sessions and four individual family visits, all provided in person. Vendors must employ facilitators with a minimum bachelor's degree who are fluent in Spanish and complete 32-hour certification training. The original RFI opening date was September 1, 2026, with written questions due August 17, 2026. The initial contract term is a maximum of one year, with DHHS evaluating program effectiveness in meeting prevention goals before determining state expansion. The pilot implementation requires a minimum of six-month duration.
This addendum, effective August 31, 2026, reflects a change in scope by providing a new submission link for RFI responses via Nebraska ShareFile. Compensation will be structured as a case rate covering facilitation, individual family visits, and administrative work; no state startup funding is currently available. Vendors are responsible for facilitator recruitment, training, ongoing technical assistance, data collection, and performance measure reporting, including maintaining 85% of referred families with children in-home at service discharge and sustaining this outcome for six months post-discharge. Vendors may propose pilot locations, though DHHS will make final site selection based on data analysis identifying elevated Hispanic family involvement in child welfare, community readiness, bilingual workforce capacity, and existing prevention infrastructure. The RFI does not obligate DHHS to issue a subsequent Request for Proposal or enter into a contract, and vendors will not be reimbursed for response costs. No contract value, geographic service area, projected case volume, or implementation start date has been established at this stage.
