About this file
This is a Request for Information (RFI) issued by the Executive Office of the President (EOP) Office of Administration Information Technology (OAIT) for space planning data management software on-premise installation and support services. The RFI seeks to identify contractors capable of delivering and installing commercial off-the-shelf (COTS) integrated workplace management system software at the EOP campus. The requirement involves managing approximately 1.7 million rentable square feet across 9 buildings, 3,800 rooms, 3,700 employees, and 20 business groups, with the goal of consolidating manual space data processes currently performed through Excel and AutoCAD into a single software platform. The contractor must deliver hardware, software licenses, configuration services, and ongoing support including system upgrades, patches, and software assurance maintenance. The solution must be deployed on-premise in Kubernetes or Docker containerization format and integrate with designated third-party applications including Human Capital Management System, Azure Identity Management, Parcel Tracking System, and asset management systems.
Key specifications include comprehensive functionality across space data integration, space data management and updates, people data management, reports creation and exports, drawing exports and queries, move management, space planning and analysis, metrics and dashboards, chargeback and forecasting, and application security. The software must meet White House Information Technology security minimum standards and support Single Sign On (SSO) and Multi-Factor Authentication (MFA). Personnel security requirements mandate Tier 5 Investigation eligibility and Top Secret clearance for all contractor personnel with physical access to EOP buildings or network access, along with US citizenship requirements and corporate-sponsored drug screening. The period of performance is 12 months from contract award. Questions must be submitted by March 16, 2026 at 12:00 PM EDT, and responses are due by March 20, 2026 at 12:00 PM EDT. Responses are limited to five pages and must include company contact information, UEI number and CAGE code, business designation/status, government contract vehicles, capability statement addressing performance requirements, potential constraints or risks, contract type recommendation, Section 508 accessibility documentation, SAM registration confirmation, and likelihood of responding to future solicitations. The anticipated NAICS is 541519—Other Computer Related Services; PSC DA01.

If Contractors believe a more appropriate NAICS applies to the requirement as detailed below, include the feedback in your response.
II. DESCRIPTION OF THE REQUIREMENT:
1.0 BACKGROUND:
The Office of Administration (OA) of the Executive Office of the President (EOP) provides shared business services to the White House, Office of the Vice President and other EOP components. The
Campus Planning and Space Utilization Division (CPSU) within the Office of the Chief Operations Officer (OCOO) is responsible for planning for and managing both short-term and long-term space needs across a total space of approximately 1.7 million Rentable Square Feet (RSF), 9 buildings, 3800 rooms, 3700 employees, and 20 business groups.
Currently, the process of space data gathering and updating is manual (using Excel and AutoCAD). There is no software tool to support continuous updates; the data is provided on a quarterly basis. CPSU anticipates consolidating the space data into a single platform that will become the hub of space utilization and planning data for the larger EOP software ecosystem, e.g. human capital management (HCM), parcel and asset tracking (PTS), and emergency preparedness.
EOP campus space management data will consist of polylined AutoCAD drawing with consistent layers, color and line type standards. Minimal review and updating of the drawings’ polylines, layers, color and line types standards may be needed. As space data will be provided in MS Excel and AutoCAD, data transition templates will be needed. The vendor will be provided with GFE including laptops, AutoCAD licenses, and as-built AutoCAD drawings that the Contractor will need to convert into the required Space Data Management Application format.
2.0 SCOPE OF WORK:
The government expects to modernize its campus planning and space utilization business service function by services to integrate/implement commercial off-the-shelf (COTS) space data management and planning software for the EOP campus. The Contractor will deliver and install the on prem software.
The Contractor shall provide the equipment and services necessary for server configuration, licenses, services, and any other items required to make a fully functional integrated workplace management system. This includes updates, maintenance, support services to setup the environment for access, authentication and authorization of the commercial off-the-shelf (COTS) SDMP, and maintaining the environment with proper patching, upgrades and software assurance subscription maintenance.
The Contractor will also provide configuration services to include, but not be limited to: preparing drawings and data, uploading drawings and data, setting up system configurations, building reports and dashboards, defining business rules, testing, training, and implementation across the entire portfolio.
3.0 SPECIFICATIONS, SALIENT CHARACTERISTICS, MINIMUM REQUIREMENT:
The Contractor must deliver and install all software, licenses and services to implement a new integrated workplace management system at the EOP. The solution must meet the following specifications, characteristics, requirements and functionality:
