About this file

This is Addendum 1 to a Request for Grant Proposals (RFGP) issued by the State of Oregon Department of Human Services (ODHS) for Capacity Restoration and Expansion Grants, bid solicitation number S-10000-00004865. The addendum modifies the original solicitation structure by closing the process after Phase One and canceling Phases Two and Three that were originally scheduled for December 21, 2022, and February 6, 2023, respectively. The Pre-Proposal Conference was held on November 1, 2022, with questions due by November 8, 2022. Phase One Opening of Proposals occurred on November 21, 2022, at 3:00 PM Pacific Time, with proposal review, evaluation, and scoring to be completed approximately 45 calendar days after the opening. Notices of Intent to Award and negotiations were expected to begin approximately 45 calendar days after the Phase One opening. Proposals could be submitted electronically through OregonBuys or via email to the State Procurement Center prior to the applicable opening date, and proposers were permitted to withdraw or modify submissions prior to the next phased opening.

The addendum indicates that ODHS received a significant number of proposals and expects all available funds to be awarded during Phase One, resulting in the cancellation of subsequent phases. Multiple grant agreements are anticipated to be awarded based on majority voting by the Evaluation Committee, with successful proposals receiving Intent to Award Notices. Proposals receiving equal votes for and against will be subject to discussion and re-voting, with the option for ODHS to move such proposals to a second round of competition at its sole discretion. Rejected proposals cannot be resubmitted in later phases, though proposers may withdraw and resubmit in subsequent phases if those phases occur. Any proposals submitted after the Phase One opening but before Phase Two opening would have been included in Phase Two evaluation; however, since Phases Two and Three have been cancelled, such proposals will not be evaluated. The document contains no explicit information regarding pricing terms, set-asides, incumbent contractors, or specific funding amounts.
