About this file
This is a Questions and Answers document for Solicitation Number S-25800-00004863, issued by the State of Oregon Department of Emergency Management (OEM) regarding After Action Reviews for the 2020 Labor Day Wildfire Disaster Recovery Operations. The solicitation requests the completion of ten after-action evaluations (AARs) covering seven State Recovery Functions (SRF 1-7) and three additional focus areas: equity and inclusion, state interaction with local and tribal jurisdictions, and ESF 16 volunteer and donations activities. The scope encompasses review of coordinating, primary, and supporting agencies as well as federal agencies and non-governmental organizations that participated in the Inter-agency Strategic Recovery Team. The successful vendor will engage 25 to 35 stakeholders through a combination of in-person meetings and virtual engagement, with travel potentially required to focus counties including Jackson, Lincoln, Linn, Marion, Lane, Douglas, and Clackamas. Stakeholder meetings will be led by the contractor, and OEM will serve as the State Lead for recovery operations and participate in the AARs.
The proposal is limited to 30 pages, with resumes for key personnel excluded from the page count. OEM has not established a specific budget or Not-to-Exceed amount at this time. The price proposal should include a breakdown of stages, deliverables, timelines, and associated costs. Work samples and references are at the discretion of the vendor and need not be directly related to each other. Some preliminary work using a FEMA Equity Advisor has been completed and will be provided to the successful vendor. Contract terms will be negotiated with the selected vendor, and criminal history checks may apply pending final contract negotiations.

Questions and Answers for Solicitation Number S-25800-00004863, After Action Reviews for the 2020 Labor
Day Wildfire Disaster Recovery Operations
Submitted Vendor Questions OEM Answers Section 2.4.2 on page 6 of 18 references submittal of “Key Persons and Resumes.” However, Section 2.4.3 does not exclude this from the 30-page limit. Are resumes required, and if so, excluded from the page count?
Resumes are excluded from the page count and required
On page 6 or 18, section 2.3 states that the scope of work includes the completion of ten (10) after-action evaluations covering each State Recovery Function, including all coordinating, primary, and supporting agencies as listed in the current plan and all federal coordinating agencies. In addition, any other state or federal agencies or non-governmental organizations that were active members of the Inter-agency Strategic Recovery Team. Can OEM please confirm or clarify that the recovery functions would include the functions below and that review of the coordinating, primary, supporting, and other federal or non-governmental organizations would be included in the AARs of the SRFs they were engaged with?
o SRF 1--Community Planning and Capacity Building o SRF 2--Economic Recovery o SRF 3--Health Services o SRF 4--Social Services
Each recovery function consists of 1 or 2 coordinating agencies that lead the SRF and approximately 3 to 7 primary (supporting agencies. In addition, there are non-governmental (volunteer agencies) and federal government agencies that also are identified in the plan. The successful vendor will be provided a copy of the Interagency Strategic Recovery Plan (ISRP) with a list contacts and phone numbers for each SRF.
o SRF 5--Disaster Housing o SRF 6--Infrastructure Systems o SRF 7--Natural and Cultural Resources
Can OEM confirm that the additional three AARs would be an evaluation of the following focus areas to round out the 10 AARs?
o Equity and Inclusion of disaster recovery operations o State interaction with local and tribal jurisdictions o ESF 16, volunteer and donations, long-term recovery groups, and voluntary agency liaison
This is correct. Some work using a FEMA Equity Advisor has been completed and will be provided to the successful vendor
Does OEM have a specific budget for this project?
Not at this time
Section 2.3 Can OEM confirm the scope of the 10 AARs? Our understanding is the following list: economics; survivors; housing;
specialist projects; equity and inclusion; state interaction with local and tribal jurisdictions; ESF 16 (law enforcement); volunteer and donations; long-term recovery groups; and voluntary agency liaison.
Each SRF has a scope and purpose which is found in the base plan on our website. The result of these AARs will guide OEM in the updating of the base Recovery Plan. ESF 16 is Volunteers and Donation in the Emergency Operations Plan. The scope is focused on Oregon’s Recovery Plan and the work of Voluntary Agency Liaisons activities which are currently included in an SRF.
Section 2.3 Is the scope of this work focused on state-level activities or the activities of all stakeholders and agencies involved in the recovery?
All of the above – the AARs should be focused on enterprise operations
Section 2.3 Completion of ten (10) after action evaluations which cover the following operations/areas. Is travel involved? If so, how much is expected?
Some travel may be involved. In person meetings may be requested with local jurisdictions. Counties of focus will include Jackson, Lincoln, Linn, Marion, Lane, Douglas and Clackamas
What is the level of in-person involvement versus virtual engagement?
A mixture of the two. At this time there is no set requirement
Data collection through interactions with personnel and documentation. Can OEM estimate how many stakeholders are expected to be engaged over the course of the project?
25 to 35 – many stakeholders held multiple responsibilities so a single interaction may cover many SRFs. Mulit-agency/stakeholder meetings are also likely to take place.
Can OEM clarify expectations of how stakeholder outreach will be led?
Will it be by OEM or contractor?
Stakeholder meetings are led by the contractor. As the State Lead for recovery operations OEM will be part of the AARs. OEM leading these efforts would likely alter effective outcomes.
Section 2.4 Can OEM clarify the number of work samples that should be included and if the work samples need to be directly related to the references submitted?
Left to the discretion of the vendor
Proposal is limited to 30 pages. Any pages exceeding this limit will not be provided to the evaluation committee or considered in the evaluation. Can OEM clarify if the 30-page limitation is inclusive of resumes for key personnel?
Resumes are excluded from the page count
Is there an estimated Not-to-Exceed budget Not at this time Activity/Deliverable Name. Can OEM clarify its definition of deliverable for the price proposal table?
Looking for breakdown of stages, deliverables, timelines with associated costs
Does item vi of the Sample Contract (shown below) apply to this project?
vi. Criminal History Checks. The Contractor shall verify that any employee working with students has not been convicted of any of the following crimes: child abuse, offenses against persons, sexual offenses, child neglect, or any other offense bearing a substantial relation to the qualifications, functions or duties of an employee scheduled to work with the students.
Contract will be negotiated with selected vendor
