About this file
This is an Engineering Change Request (ECR) for the Military Combat Eye Protection (MCEP) System, focused on modifying the instruction booklet requirements in MIL-PRF-32432A. The ECR, submitted by Timothy M. Horne from Fort Belvoir, VA, is classified as a Major type request with an RFD (Request for Deviation) designation. The primary change addresses supply chain and manufacturing challenges by allowing an alternative to the physical instruction booklet: a QR code-based or electronic instruction method that can be used for lens installation, removal, configurations, maintenance, and cleaning procedures.
The ECR aims to resolve increased lead times from print material suppliers by introducing more flexible instruction delivery methods. Vendors will now be permitted to provide instructions electronically using QR codes or digital methods, with the requirement that these alternatives must be small enough to fit in the MCEP system carrying case. The document notes that this change will improve lead times in instruction booklet manufacturing. The ECR has received approvals from multiple levels, including the COR (Contracting Officer's Representative) and APM (Acquisition Program Manager), and is pending final review by the PM SSV Quality Assurance Chief as of February 2022.

| DESCRIPTION OF ECR: Document change in Paragraphs 3.5.1.8. and 4.5.3 regarding the instruction booklet requirement of MIL-PRF-32432A. Currently requirement is to provide a physical instruction booklet as part of the MCEP system configuration. An alternative to this requirement will allow for a QR code to be provided to direct user to an electronic instruction booklet maintained by the vendor. | |
| NEED FOR ECR: Vendors have reported increased lead times from their print material suppliers, as well as lead times in paper procurement. | |
| CORRECTIVE ACTION TAKEN: Paragraphs 3.5.1.8 and 4.5.3 of MIL-PRF-32432 will be updated to add the alternative use of QR codes for product use instructions. | |

| TITLE: MIL-PRF-32432A Instruction Booklet Requirement |
| PM SPE JUSTIFICATION: In accordance with Paragraph 3.5.1.8 of MIL-PRF-32432A, an instruction booklet shall be provided, which, at a minimum, includes a description and use of the MCEP system to include lens installation and removal, configurations, maintenance and cleaning procedures. The instruction booklet shall be small enough to fit in the MCEP system carrying case with the components as specified in 3.5.1.7 yet the print shall be large enough to be read by the individual. |
Due to supply chain issues, print material has seen increased prices and lead times. As an effort of modernization and to alleviate these lead time issues, PM SPE has changed Paragraph 3.5.1.8 to read " A physical instruction booklet or QR code directing to an electronic copy of the instruction booklet shall be provided..." Additionally it will add "The QR code may be adhered to the inside of the case, or on a physical insert small enough to fit in the MCEP system carrying case yet large enough to be usable and durable as not to easily fade and detach."
As a verification of a working QR code, Paragraph 4.5.3 will also be updated to visually examine the instruction booklet and determine compliance with the requirements of 3.5.1.8, as applicable. "Using an electronic handheld mobile device, scan the instruction booklet QR code and determine link functionality, product accuracy, and compliance with requirements of 3.5.1.8, as applicable. Nonconformance with 3.5.1.8 shall constitute failure of this verification."
PM SPE approves this change to MIL-PPRF 32432 Rev A until the requirement can be updated in MIL-PRF-32432 Rev B to be released.
Please note that this RFD is required to be reviewed by the PM SSV Quality Assurance Chief per verbal policy directive on 22 Feb 2022 clarifying email policy directive on 17 Feb 2022. An SoA is submitted with this RFD to provide a record of compliance with the above.
